In my opinion, no city is a complete gourmet desert. Each city has its own unique food culture and special dishes. However, the food culture in some cities may be less developed than that in other cities, or lack diversity in some aspects. For example, due to geographical location and population restrictions, some small towns or remote areas may not be able to provide diversified food choices. In addition, some cities may be affected by economic or political factors, which may limit the development of catering industry.
However, even in these cities, some food treasures can still be found. Sometimes, the best food may be hidden in an inconspicuous corner, which needs us to explore and discover.
Therefore, I don't think any city is a complete food desert. As long as we have the heart to look for it, we can always find amazing food.
