Heyuan Radio and Television University was established in 1989 and moved to Heyuan Normal School in 1999.

After the secondary normal school stopped enrolling students, it was transformed into a school-running model similar to that of Heyuan City Vocational and Technical School of "two schools in one, full sharing of resources, two brands, one set of people".

The school is a comprehensive open university with higher academic qualifications under the jurisdiction of China Radio and Television University and Guangdong Radio and Television University.
