Heze, also known as Cao Zhou, is a prefecture-level city under the jurisdiction of Shandong Province. It is located in the southwest of Shandong Province, bordering Jiangsu, Henan and Anhui provinces, and has the reputation of "Flower Town" and "Peony Capital of China".
