Heat oil in a pan and fry the fish. After frying one side for two minutes, add ginger, onion, garlic and dried chili pepper, then fry the other side. Do not turn the fish over after that. Now, pour in the water that has covered the fish, add soy sauce, light soy sauce, vinegar (a little bit), cooking wine, oil, pepper and star anise, and an appropriate amount of sugar. After cooking, add chicken essence and salt to taste to reduce the sauce.
