According to the relevant instructions of the Central Government, the People's Government of Henan Province decided to integrate the responsibilities of the Provincial Health Department and the Provincial Population Committee to form the Henan Provincial Health and Family Planning Commission in 2013. In accordance with the relevant instructions of the Central Government, the People's Government of Henan Province has decided to form the Henan Provincial Health and Family Planning Commission by integrating the agencies and responsibilities of the Provincial Health Department and the Provincial Population Commission, and the Commission was formally established on May 31, 2013, which was officially opened. The formation of the Provincial Health and Family Planning Commission is a concrete initiative of the provincial party committee and provincial government to implement the decision-making and deployment of the central government, deepen institutional reform, optimize resource allocation, further deepen the reform of the medical and health system, and implement the basic national policy on family planning.

Main responsibilities

(a) study the province's population development strategy, formulate the draft population development plan, put forward proposals on the objectives and tasks of an integrated solution to the population problem, and put forward policy proposals to promote the sustainable development of population in coordination with the economy, society, resources and the environment.

(2) It is responsible for coordinating and promoting the fulfillment of duties related to population and family planning by relevant departments and mass organizations, promoting the articulation and coordination of population and family planning policies and guidelines in education, health, culture, employment and social security, and proposing, in conjunction with the relevant departments, policies and measures to promote gender balance in the birth population.

(3) Responsible for the implementation of the province's medium- and long-term population and family planning plans, career development plans and annual plans, monitoring and evaluating the implementation of population and family planning plans, and stabilizing the low fertility level.

(4) It is responsible for the implementation of national laws, regulations and policies on population and family planning, drafting drafts of local laws, regulations and rules on population and family planning in Henan Province, and proposing and formulating measures to improve population and family planning policies.

(v) To study and put forward policy recommendations to promote the orderly mobility and rational distribution of population, to formulate norms for the service and management of family planning for the floating population, and to be responsible for promoting the establishment of a working mechanism for family planning information***sharing and public***service for the floating population.

(6) Monitoring the development dynamics of population and family planning, responsible for the information synthesis and informatization of population and family planning in the province, and proposing the issuance of population and family planning security early warning forecasts. Responsible for family planning statistics and information analysis. Participates in the construction of the population basic information base.

(VII) organizes and implements the overall planning of scientific research on family planning, manages the work of population and family planning technical services in accordance with the law, and publishes important information on scientific research on family planning and technical services in accordance with the law. It guides and supervises the technical services of family planning and the distribution of medicines. It is responsible for the implementation of international assistance programs in population and family planning.

(viii) To formulate plans for population and family planning publicity and education, and to organize and carry out population and family planning publicity and education.

(ix) Preparing budgets and budgets for provincial family-planning utilities and capital expenditures and plans for family-planning drug needs, and managing the finances and state-owned assets of directly subordinate units.

(j) formulating and organizing the implementation of education and training plans for the cadres of the population and family planning system, guiding the construction of the population and family planning public ****service network system, and guiding the development of early education for infants and young children in conjunction with the relevant departments. It guides the operational work of the Henan Provincial Family Planning Association.

(k) Promoting the implementation of reproductive health promotion programs for family planning, improving the quality of the population, and reducing the number of people with birth defects in coordination with relevant departments.
