On February 22, 20021832nd meeting of the Supreme People's Court Judicial Committee, and on February 26, 2002163rd meeting of the 13th Procuratorial Committee of the Supreme People's Procuratorate, the Supplementary Provisions of the Supreme People's Procuratorate, the Supreme People's Court on the Execution of Confirmed Crimes (VII) stipulated the crime of endangering the state key protected plants.

Plants under state protection are plants protected by law through legislation, administration and justice, which are exercised by the state. The main basis is the List of National Key Protected Wild Plants (First Batch). The List of National Key Protected Wild Plants (First Batch) was approved by the State Council on August 4th, 1999 and promulgated by the State Forestry Administration and the Ministry of Agriculture, and came into force on September 9th, 1999. On August 4th, 20001year, the Ministry of Agriculture and the State Forestry Administration issued Order No.53, which adjusted the protection level of Nostoc flagelliforme from the second level to the first level.
