According to the State Council's Reply on Agreeing Guizhou Province to Adjust Some Administrative Divisions of Guiyang City (Guo Han [2012]190), the new Huaxi District of Guiyang City was established, with the administrative areas of the former Huaxi District and xiaohe district as the administrative areas of the new Huaxi District, and the People's Government of Huaxi District was stationed at Mingzhu Avenue 192 in Guizhu Street; The established Guanshanhu District of Guiyang City puts Jinyang Street, Jinhua Town, Zhuchang Town of Wudang District of Guiyang City and Baihuahu Township of qingzhen city under the jurisdiction of Guanshanhu District, with the administrative areas of Jinyang Street, Jinhua Town, Zhuchang Town and Baihuahu Township as the administrative areas of Guanshanhu District, and the Guanshanhu District People's Government is located at No.8 Beijing West Road, Jinyang Street.

The State Council demanded that all kinds of institutions involved in the above-mentioned administrative division adjustment should be set up in accordance with the principle of "simplification, unification and efficiency", and the administrative boundaries involved should be demarcated in time according to regulations.
