Method for crisp frying small whitebait
1. Put a proper amount of dried whitebait into a bowl and soak it in clear water for two hours until the whitebait becomes soft, drain the water and add salt.
2. Add pepper, cooking wine and a little flour
3. Stir whitebait evenly so that it is evenly covered with flour. Add dried whitebait into warm vegetable oil and simmer until whitebait turns golden brown.
