Unfortunately, before this good intention could be realized, Mrs. Jarvis passed away. Her daughter, Anna Jarvis, witnessed her mother's hard work in raising herself and her siblings to adulthood, and was y impressed that her mother's proposal was fit for the hearts of heaven. As a result, she wrote out dozens of letters that were sent to the U.S. Congress. local governors and women's organizations, among others, proposing the creation of Mother's Day. Under her repeated appeals, this proposal has been widely responded to and supported by the community.

In 1914, U.S. President Woodrow Wilson solemnly declared that the second Sunday in May each year, which is the anniversary of Mrs. Jarvis, as Mother's Day. The U.S. government also stipulated that on Mother's Day, every household should fly the national flag to show respect for mothers. Since Mrs. Jarvis loved carnation flowers during her lifetime, this flower also became the symbol of Mother's Day.
