Luhuo means "Shan Yan Village" in Tibetan. Because it was originally the land of the four chiefs in Huoerzhang Valley. It is adjacent to the archery furnace in the southeast, hence the name.

In the 25th year of the Republic of China (1936), the Fourth Army of the Chinese Workers and Peasants Red Army arrived in Luhuo and established Boba government at county and township levels.

1950, the Working Committee of Luhuo County and the People's Government of Luhuo County in China were established.

In 2000, Luhuo County governed 1 town and 15 township.

In 2004, Luhuo County administered 1 town and 15 township.
