Yongning County was established in the second year of Tang Dynasty (675), and it was renamed Huangyan in the first year of natural grant (690). After several organizational changes, 1989 was changed from county to city, and 1994 was changed from city to district. Now it is one of the main urban areas of Taizhou. The current administrative division of the district governs 8 streets, 5 towns and 6 townships.

1, terrain
Huangyan area is long and narrow, high in the west and low in the east, and mountainous in the west. The eastern part belongs to the Huangwen Plain, and the western part is hilly and mountainous. The main mountains in the territory are the branch of Kuocangshan and the remnant of Beiyanshan, extending from west to east.

Huangyan district has a mild and humid climate, abundant rainfall and four distinct seasons, which belongs to subtropical monsoon climate. Huangyan district waters belong to Huangwen Plain, which is mainly composed of Yongning River System and Jinqing River Network, of which Yongning River is the largest, with a total length of 77 kilometers. Rivers are mainly composed of 1 provincial rivers and 8 municipal rivers (Jiangnan Waterway, Zhonggan Waterway, Nanguan River, Xijiang River, Southeast Zhongjing, Shanshui Trail, Dongguan River and Jiangbei Waterway).
