Hepu Town has a long history. According to the records of Xiangshan County in the Republic of China, Sui Kaiyuan belonged to Taizhou Prefecture in the third year and Ming Prefecture in the Shenlong period in the Tang Dynasty. In the seventh year of Hongwu in the Ming Dynasty, it was forbidden to be used to prevent Japanese pirates. It was not until the fifth year of Guangxu that reclamation was allowed, and it gradually developed into a hub of north-south sea routes.

By the end of 2002, it had jurisdiction over three residential areas, namely Xinghe, Xianhe and Song He, Hejin, Duzipu, Hexiang, Hepu Fishing Village, Golden Beach, Crab Factory, Plough, Xiaoyu Mountain, Zhang Xiaobai, Dabaizhang, Wenshan Qian, Dasha, Windsor, Shuangwan, Xiawan, Heping Bay, Shiwan, Xiaowan and Liushuiyan. There are 47 administrative villages such as Gutong, Maxiaotan, Da Nantian, Nantiandun, Phoenix Mountain, Xiao Nantian, Mu Tong 'ao, Shuihutu, Yangliukeng, Jinqimen and Jinqimen Fishing Village.

By the end of 2005, it covers an area of 93 square kilometers with a population of 32,200, and governs 4 residential areas and 34 administrative villages. In 2008, the total area was 102 square kilometers, of which Nantian Island covered an area of 90 square kilometers. The permanent population is 35,000, and the foreign population is nearly 654.38+10,000.
