In order to speed up the construction of garden city in our region and promote the better and faster development of Chongqing (Qijiang) Food Industrial Park (hereinafter referred to as the Food Park), the CPPCC Literature and History Information Committee, with the support and cooperation of the Food Park Management Committee, made a serious investigation on the future development of the park. The investigation is hereby notified as follows:
First, develop food parks.
Chongqing (Qijiang) Food Industrial Park was established in September of 20xx, which is the only professional food industrial park in Chongqing at present. The planned control area of the park is 20 square kilometers, and the first phase is 5 square kilometers. The goal of the park is to build a food industrial park that is the first in the west and the first in the country. The leading and characteristic industries are seasoning food, leisure food, health food and functional food. The park now has the conditions for enterprises to settle in, and 32 enterprises have signed contracts to settle in. Among local enterprises, brand foods such as "Rice Suffering", "Jin Lifang", "Jiuminlang", "Zhengpangzi", "Gujianshan" and "Everyone knows" have a certain popularity in a certain range. Industrial tourism started, and Deyixin Food Co., Ltd. was successfully approved as a national 3A-level tourist attraction. Some enterprises in the park have also established cooperative relations with universities and scientific research institutes such as the College of Food Science of Southwest University and the Institute of Nutrition and Food Health of the Third Military Medical University to conduct product research and development. The park has been successively recognized as "National Agricultural Products Processing and Entrepreneurship Base", "National Agricultural Products Processing Industry Demonstration Base", "Chongqing Food Industry Base" and "Chongqing Agricultural Products Processing Base".
Second, the problems in food parks.
Although the construction of food parks has made some achievements, it also faces some difficulties and problems.
1. As there is no land acquisition and demolition, there are currently more than 30 contracted enterprises, of which only 18 has provided land. There are still nearly 20 contracted enterprises without land supply, especially the well-known enterprises such as melon seeds in Zhen Zhen, Anhui Province and beef jerky in Old Sichuan Province, as well as enterprises interested in moving in, such as Chongliang Group, Chongqing Hong Jiu Wine, Anhui Yanzhifang, Chongqing Catering Group, Chongqing Pastry Industry Association and Chongqing Municipality.
2. Infrastructure such as roads, pipe networks, water and electricity to the north of the expressway in the park has basically not started.
3. The number of enterprises that have been put into production is less than 10, and the products of enterprises that have been put into production such as "Jin Lifang" and "Jiuminlang" need further marketing.
4. The medium and long-term planning for the expansion of the park has not yet been determined.
Third, the analysis of the development prospects of food parks
The food industry has always been the largest industry in the world manufacturing industry, an extension of the agricultural industrial chain, and the fastest-growing and most dynamic industry integrating agriculture, manufacturing and modern logistics services. With the continuous improvement of people's living standards and the further increase of food demand, the food industry will enter a strategic opportunity period of expansion and rapid development in an all-round way. On the one hand, the future development of food parks will share strategic opportunities for the expansion and rapid development of the food industry, but also have their own unique advantages and very broad development prospects.
(1) Rich raw material advantages are an important foundation for the development of the park.
The lowest elevation in Qijiang District is188m and the highest elevation is1973m. The three-dimensional climate is obvious, which is suitable for the growth of various crops and has a long harvest season. (2) The continuous improvement of traffic conditions makes the location advantage of the park more prominent.
At present, Chongqing-Guizhou Railway, 2 10 National Highway and Chongqing-Guizhou Expressway cross the Qijiang River, which is connected with the Yangtze River, making land and water transportation more convenient. With the completion and opening of Huipin Avenue, Sanhuan Expressway, Chongqing-Guizhou High-speed Railway and "30,000 South" Railway, the traffic in Qijiang will be more convenient. The food park is located at the intersection of the Third Ring Expressway, Chongqing-Guizhou Expressway and Chongqing-Guizhou Expressway, and is located in the one-hour economic circle of Chongqing, with obvious traffic location advantages.

This zoning will upgrade the economic geography of Qijiang, make the urban function orientation more accurate, and make the allocation of urban resources more scientific, which will usher in the latest, best and fastest development period. As one of the main battlefields of the city's future industrialization, Qijiang District will surely lead the development with Chongqing's only professional food industrial park.

Products such as Rice Suffering, Jin Lifang, Jiuminlang and Zhengfatso produced by enterprises in the district have been put on the market. The presence of enterprises and the continuous entry of products into the market indicate that the development of the park has achieved initial results. Practice has proved that the decision to establish a food park is correct and the development prospect of the park is broad.
Four. Suggestions on the future development of food parks

According to the above situation, the future development of food parks in our region should not only do something, but also do something wrong. Adhere to the development direction of "three integrations, one concentration and one priority". The future development goals of food parks are divided into two stages: short-term and long-term.

Long-term development goal: By 2030, the park will expand along Huipin Avenue, covering an area of 20 square kilometers and 30,000 mu, and strive for more domestic and world-renowned food industry enterprises to settle in, so as to finally achieve the development goal of "the first in the west and the first in the country".
(3) Future development measures of food parks
1, make money from the land and provide financial guarantee for the construction and development of food parks.
At present, the transfer price of industrial land all over the country is much lower than the cost of land acquisition and demolition. In the end, the park's balance of payments must be self-balanced, and only by returning land and taxes can it make money. In the early stage of the park construction, few enterprises settled in and put into production, and the tax rebate could not support the development of the park. Only by making money from the land can the park be raised. The government should give food parks land acquisition targets and authorize food parks to use some of the expropriated land as residential land and commercial land. The premium of land acquisition and demolition costs and the transfer of residential land and commercial land is used to compensate the land acquisition and demolition costs of industrial land and the infrastructure construction costs of the park. Otherwise, the food park will miss the development opportunity and the development will stagnate.
2. Adhere to the road of "industry feeding agriculture" to promote the development of modern agriculture.
Vegetables and papaya have become the pillar industries of agriculture in the whole region. Among them, the scale of vegetable planting reached 500,000 mu. The park should always adhere to the development model of "enterprise-base-cooperative-farmer", promote Qijiang agriculture with food industry, help Qijiang agriculture realize modernization in an all-round way, bring stable income to farmers, and help farmers increase their income and get rich. At present, enterprises such as Qijiang Pepper, Ganshui Caocao Radish, Shi Hao Waxy Corn, Dongxi Peanut, Wanxing Ginger, Jin Lifang, Jiuminlang, Rice Suffering, Zhengpangzi and Everyone Know have been cultivated in Qijiang, and these enterprises are also in the market. 3. Expand investment promotion and vigorously cultivate brands.
We will continue to introduce a number of well-known enterprises, especially high-tech, high-value-added brand enterprises such as national leading enterprises, "China Famous Trademark" enterprises, "China Time-honored Brand" enterprises and listed food companies, and even famous large-scale foreign-funded enterprises such as Nestle and Kraft, to build a brand gathering area and use famous brand enterprises to drive the development of the whole park. Continue to vigorously support local enterprises. In particular, it is necessary to support local brand enterprises such as Jin Lifang, Jiuweilang, Kuqingmi, Zheng Pangzi, Gu Jianshan and everyone knows, actively guide and help these enterprises to do a good job in publicity, and conduct marketing publicity through media such as the Internet, television and newspapers. Based on the characteristics of seasoning food processing industry, related enterprises in the park should do the following: First, based on the local market, let their products become the leader of similar products in Chongqing and even southwest China, first make the local market bigger and stronger, and then consider gradually expanding the market; Second, conform to the trend of market segmentation, focus on research and development and production of several main products, so that the main products have obvious advantages in similar products and are difficult to be replaced; Third, in the process of research and development, we should fully consider the eating habits and tastes of people in different regions and adjust the products accordingly; Fourth, enter the catering market and farmers' market in a big way, and don't limit the products to supermarkets and supermarkets; Fifth, in the community, shopping malls and other public places to increase promotional activities to improve brand awareness.

Efforts should be made to develop characteristic tourism products, and the characteristic tourism products produced by enterprises in food parks should be made into important business cards of Qijiang.
