Article 2 the term "large-scale mass activities" as mentioned in these provisions refers to the following activities which are publicly undertaken by legal persons or other organizations and are expected to have more than 1, participants each time, except those held by shopping malls, pedestrian streets, theaters, concert halls, parks, squares, entertainment places and swimming pools within their daily business scope:
(1) sports activities.
(2) theatrical performances.
(3) exhibitions, trade fairs, exchange meetings and other activities.
(4) flower market, worship, garden, lantern festival, climbing, fireworks party, temple fair, festival, food festival and other activities.
(5) Lottery sales activities such as job fairs, promotion meetings and on-site lottery.
(6) charitable activities. Article 3 These Provisions shall apply to the safety management of holding large-scale mass activities within the administrative area of this Municipality. Where there are other provisions on production safety, fire control, assembly, demonstration and other laws and regulations, those provisions shall prevail. Article 4 The safety management of large-scale mass activities shall follow the principles of safety first, prevention first and comprehensive management, and adhere to the principle that the undertaker is responsible and the government supervises. Fifth city and district public security organs are responsible for the safety management of large-scale mass activities, and carry out safety licensing for large-scale mass activities in accordance with the Regulations on the Safety Management of Large-scale Mass Activities.
other relevant administrative departments shall perform their duties in accordance with the following provisions:
(1) The traffic administrative department shall provide necessary public transportation resources support for large-scale mass activities according to the nature and scale of the activities, cooperate with traffic control measures, do a good job in adjusting bus routes in controlled sections, and guide subways and public transportation units to actively cooperate with the adjustment of capacity.
(2) the construction administrative department is responsible for inspecting and guiding the construction of temporary buildings (structures) in large-scale mass activities notified by the public security organs, and guiding the organizer to entrust an appraisal unit to issue an appraisal report.
(3) The administrative department of urban management is responsible for reviewing and checking the occupation of sidewalks and related public venues for holding large-scale mass activities, rectifying the environment of the activity site and surrounding cities, and guiding the setting of temporary hanging objects and indicating signs.
(4) the health administrative department shall carry out health supervision according to law, guide the undertaker to do a good job in on-site emergency rescue, contact the nearest medical rescue point, and open a green channel for emergency rescue.
(5) The food and drug administration department is responsible for supervising and managing the food safety of large-scale mass activities.
(6) The competent meteorological department is responsible for providing timely meteorological and disaster information related to activities.
water supply, power supply, gas supply, communication and other units shall, according to their respective ownership, conduct safety supervision and inspection on relevant equipment and temporary erection facilities in and around the activity area, eliminate hidden dangers in time, and ensure the normal operation of equipment and facilities. Article 6 The municipal and district people's governments and their relevant departments shall take various forms to strengthen the publicity, education and drills of laws, regulations and safety knowledge related to large-scale mass activities, and enhance the safety awareness and safety prevention ability of relevant units, individuals and the public. Chapter II Safety Management Article 7 Public security organs shall implement a safety licensing system for large-scale mass activities. Holding large-scale mass activities shall meet the following conditions stipulated in Article 11 of the Regulations on the Safety Management of Large-scale Mass Activities:
(1) The undertaker is a legal person or other organization established in accordance with legal procedures.
(2) The contents of large-scale mass activities shall not violate the provisions of the Constitution, laws and regulations, and shall not violate social morality.
(3) It has a safety work plan that meets the requirements, with clear safety responsibilities and effective measures.
(4) The activity place and facilities meet the safety requirements. Eighth large-scale mass activities are expected to participate in more than 1 people but less than 5 people, and the district public security organs where the activities are located shall accept and implement the safety license.
if the number of participants in a large-scale mass activity is expected to be more than 5,, it shall be accepted by the district public security organ where the activity is located, and then reported to the municipal public security organ for implementation of the safety license.
for large-scale mass activities held across regions, the undertaker directly applies to the municipal public security organ for safety permission. Article 9 The expected number of participants in an activity refers to the sum of the number of relevant staff members who directly participate in the activity, including organization, coordination and guarantee, and the number of certificates, tickets or organized audiences that are expected to be issued and sold to the public. There are activities with fixed seats in the venue, and the number of people is calculated according to the fixed seats; For activities without fixed seats in the venue, the number of people is calculated according to the total area of the activity venue after deducting the space occupied by various facilities such as temporary structures, and the remaining area is calculated according to the per capita occupation of 1 square meter. Article 1 The undertaker shall apply to the public security organ for a safety license 2 days before the event is held. When applying, the undertaker shall submit the following materials to the public security organ and make a list of application materials:
(1) The certificate of legal establishment of the undertaker and the identity certificate of the person in charge of safety.
(2) the agreement signed between the organizer and the undertaker. If two or more undertakers undertake large-scale mass activities together, an agreement on joint undertaking shall be submitted. The joint undertaking agreement shall include the person responsible for safety and the division of safety responsibilities, the safety inspection system and the accountability system of each contractor.
(3) the plan of large-scale mass activities and its explanation. Including the time, place, content, participants, process, vehicle parking arrangement, functional area division, site plan, audience seat map and explanation of audience seat number.
(4) safety work plan for large-scale mass activities.
(5) the venue lease agreement or the proof that the venue manager agrees to provide the venue; Legal proof of the site owner's unit.
(6) other materials required by laws and regulations.
