Steps
1. Prepare the ingredients. Remove the guts and scales from the fish and wash it.
2. Cut the scallions into pieces and slice the ginger. Rub the fish with cooking wine and salt and marinate for 30 minutes, putting green onion and ginger in the belly and on the top and bottom of the fish.
3. Bring water to a boil in a pot, add the marinated fish, steam over high heat for 8 minutes, turn off the heat, and simmer for another 5 minutes before removing.
4. Crush the garlic and add the seasoning, mix well and pour over the fish.
5. Heat the oil in a pan and pour it over the fish, sprinkle with chopped green onion.
