Food additives may be used in the following cases:

4. to facilitate the production, processing, packaging, transportation, or storage of the food.

Producers must obtain a production license before engaging in the production of food additives.
To obtain a production license, the following conditions shall be met:
(a) a legally valid business license;
(b) professional and technical personnel appropriate to the production of food additives;
(c) production sites and plant facilities appropriate to the production of food additives; its health management in line with the requirements of hygiene and safety;
(d) production of food additives with the (d) production equipment or facilities and other production conditions appropriate to the production of food additives;
(e) technical and technological documents and process documents appropriate to the production of food additives in accordance with the relevant requirements;
(f) a sound and effective quality management and accountability system;

Article VII of the production of food additives, the applicant shall produce the location of the provincial quality and technical supervision departments (hereinafter referred to as the licensing authority) to submit an application for a production license.
