In accordance with the principle of "government-led, pilot first, adjust measures to local conditions and highlight key points", we will steadily promote the nutrition improvement plan for rural compulsory education students and continuously improve the nutrition and health level of rural students.

1, start the national pilot. From the fall semester of 20 1 1, the pilot work of nutrition improvement plan for compulsory education students in rural areas (excluding county towns, the same below) was carried out in concentrated contiguous areas with special difficulties. The specific scope of contiguous destitute areas is determined according to the Outline of Rural Poverty Alleviation and Development in China (20 1 1-2020) and related documents.

2. Support local pilot projects. For areas outside contiguous poverty-stricken areas, all localities should focus on poverty-stricken areas, ethnic minority areas, border areas and old revolutionary areas, carry out pilot work of nutrition improvement according to local conditions, and gradually improve the nutritional and health status of students with financial difficulties in rural families. The central government will give incentives and subsidies to provinces that have carried out better work and achieved certain results.

3. Improve the dining conditions. All localities should co-ordinate the long-term mechanism for the maintenance and renovation of rural primary and secondary schools and the funds for the renovation of rural junior high schools in the central and western regions, and list student canteens as key construction contents to meet the standards and requirements for catering service licenses.

4. Encourage social participation. Encourage the Communist Youth League, women's federations and other people's organizations, residents' committees, villagers' committees and other relevant grassroots organizations, as well as enterprises, foundations and charities to actively participate in promoting the nutritional improvement of rural compulsory education students under the overall planning of local people's governments, and play an active role in improving dining conditions, innovating feeding methods and strengthening social supervision.

5. Improve the policy of subsidizing the living expenses of boarding students with financial difficulties. We will further improve the funding guarantee mechanism for rural compulsory education, and dynamically adjust the scope and standards of subsidies according to the level of economic and social development and the actual financial resources.
