Article 7 Finality
First, the chess game is final when both sides unanimously confirm the completion of the game.

Article 8 At the end of a live chess game and a dead chess game, if it is confirmed by both parties that it cannot be avoided to be extracted, they are all dead chess games. At the end of the game, the chess that cannot be extracted after confirmation by both parties are all live chess.
Article 9 To calculate the chess game in which the winners and losers have finished their moves, the mathematical method shall be used to calculate the winners and losers.
First, all the dead players of both sides are cleared out of the disk, and then the live chess of one side (including the points surrounded by live chess) is counted in units of players. Half of the empty points between the two sides live chess, and one point is a son. The benchmark for winning or losing is 180 and 1/2, which is half of the total points in the game. Chapter II Competition Provisions
Article 10 Determination of the priority of the game shall be decided by the General Assembly by drawing lots or guessing before the game.
Article 11 Posting In order to offset the efficiency of the black side's first move, the black side needs to post two and three quarters of the scores in the final calculation of the current national official competition.
Article 12 Timing is one of the important means to ensure the smooth progress of the competition. All conditional competitions should adopt the timing system.
I. Time limit According to the different nature of the game, the time limit for each player to play a game of chess should be specified in advance. The time used by a chess player shall not exceed the prescribed time limit. The time limit for a game of chess can be long or short, the grass-roots competition can be 1-2 hours, and the national competition is required to end within one day.
Second, the countdown in the countdown competition, it should be stipulated in advance that a few minutes should be reserved within the time limit to start the countdown. A five-minute countdown is reserved for national competitions, and a minute countdown can also be reserved for grassroots competitions. When counting seconds, any move that takes less than one minute is not counted. One minute will be deducted from the retention time for every full minute, but the specified time shall not be used up. The countdown work is performed by the referee, and the seconds are reported once every 30 seconds, 40 seconds, 50 seconds, 55 seconds, 58 seconds and one minute. For every minute reserved, the referee shall promptly notify the player that "X minutes remain". The way to count seconds in the last minute is 30 seconds, 40 seconds, 50 seconds, and then 1, 2, 3, 4, 5, 6, 7, 8, 9 ... is reported in an accurate voice every second. The final report method is "10, overtime will be judged negative". The method of counting seconds in fast chess competition can be stipulated separately by the competition conference according to the specific situation.
Article 13 Finality
1. In addition to the provisions of Article 7 of the General Provisions, any game in which one party abstained or was judged negative or drawn by the referee for various reasons shall also be treated as final.

Article 14 game suspension and chess sealing
It is stipulated that the suspension time of a game with suspension (such as a one-day game, which must be suspended at noon, etc.) is not included in the game time limit. For major games, the chess-sealing system can be adopted, when the game reaches the specified chess-sealing time and the game is not over yet. The player who has made the order should leave immediately. After thinking, the player who has made the order will write down the prepared points on the record paper, and then seal it and hand it over to the referee. During the rematch, the referee unsealed the seal on the spot, placed it at the marked position, and the game continued.
Article 15 the discipline of the stadium
First, the opponent shall not abstain without reason and withdraw from the game.
Two, the game, the opponent must not have any behavior that interferes with the other party's thinking.
Three, the game, the opponent is not allowed to discuss the game with others, or access to relevant information.
Four, the game, the opponent is not allowed to walk back and forth in the stadium, watching other people's chess.
Five, the game should pay attention to civilized words and deeds, keep clean and tidy.
Article 16 the rights and obligations of the opponents
First, when counting seconds, you have the right to ask how many minutes you have left.
Two, if there is enough to hinder their normal competition phenomenon or find problems, have the right to put forward opinions to the referee. However, except for the more urgent events, the opponent should put forward it within his own time.
Three, the final calculation of the outcome, the opponent has the right to request the correction of the number and the calculation of the outcome of the error.
Four, the referee makes a judgment, the opponent must obey, if there is any doubt, he should immediately appeal to the General Assembly through organizational procedures.
Five, the opponent has the obligation to abide by the discipline of the stadium.
Six, when the opponent leaves the table, he has the obligation to tell the other side where the chess piece is.
Seven, after the end of the game, the opponent has the obligation to tidy up the chess set and leave immediately.
Chapter III Judgment Law
Article 17 Playing chess
1. If one party does not abstain, and the other party takes two steps in a row, the one who takes two steps in a row will be judged negative.
Second, after the chess pieces are finished, they are picked up from the chessboard and placed elsewhere. Put the chess pieces back in their original places and give a warning. If the chess piece is indeed dropped, it is allowed to touch it at will after picking it up.

After obtaining the unanimous opinion of the players, the moving son can be sentenced to move back to his original place, or the moving son can be judged to be effective. In case of disagreement, it should be reported to the referee immediately. According to the influence of the moving son on the progress of the game, the referee can judge: 1. The moving son moves back to his original place; 2. The moving son is effective; 3. draw 4. heavy down; In case of intentional transference, the transferer shall be judged as negative.
Four, the game, due to irresistible reasons, the game is scattered, should be confirmed by both sides to continue the game. If both parties are unable to make a counter offer, they will be awarded a peace or a heavy offer. If the opponent is indeed unintentionally distracted, the game can be resumed. If you can't resume the game, you will be sentenced to a negative side of the scattered chess game. If one side of the game deliberately scatters the chess game, it will be sentenced to negative.
Article 18 the raisin
After giving birth, the angry son of the other party will be picked up by mistake, and the person who made the mistake will be warned once to put the angry son back in its original place.
Article 19 If a chess piece is placed at a forbidden point, it shall be invalidated and abstained once.
Article 20 Global Homomorphic Reproduction

Second, at the end, according to the principle of prohibiting global isomorphic reproduction, the "fake life" as shown in Figure 3 is not allowed as a live chess.
Third, for rare special cases such as the cycle of three robberies and four robberies, longevity, and two sons, which the two sides do not give in to each other, a draw or a heavy play can be awarded.

Article 21 the final result
First, the runner confirms the final decision, and then abstains from it. If the other party disagrees with the final decision, it can make another move. At this time, the abstention party resumes the right to start the game and continues the game until the two sides confirm the final game.
Two, both sides said that after the final, if there are still points on the chessboard that can be disputed by both sides, it will be treated as double work.
Three, the confirmation of dead chess and live chess, both sides must agree. Any dispute shall be settled by actual combat.
Article 22 chess sealing
When the game is resumed, the sealing party must press the point of sealing the game. If there are chess pieces at the point where the chess is sealed, you will be given a waiver and it will be the opponent's turn to make a move.
Article 23 Timing
In a timed game:
1. If one party is late for more than the time specified in the competition field, it shall be sentenced to abstain as a negative.
Two, the two sides are late for more than the specified time, the two sides will be sentenced to abstain.
Three, one party or both parties are not late for more than the specified time, then within the time limit of one party or both parties, their respective lateness time will be deducted.
Fourth, when lifting the child, you must ring the bell only after clearing the chess pieces, and the offender will be advised or warned once. But when counting the seconds, the lifter doesn't count the time.
Five, the game with time (including counting seconds) over the time limit, will be sentenced to negative.
Six, the countdown time chess player leaves, the referee should continue to count the seconds according to the regulations, and the overtime will be awarded. If a chess player needs to leave the table urgently, he must ask while the opponent is thinking, and obtain the consent of the referee, but only once in each game.
Article 24 the discipline of the stadium
1. If the opponent quits the game without any reason, he shall be warned once and reported to the organizing committee of the conference.
Two, if there is any behavior that hinders others from thinking, give advice or warning once.
Three, the opponent in the game before the end, access to information or talk to others, according to the circumstances of a warning or a negative sentence.
Article 25 Others
A, where the referee law does not include the phenomenon of foul, the referee according to the spirit of the general rules or competition rules, make a reasonable judgment, can't confirm the case, should promptly report to the referee.

Chapter IV Competition Methods
Article 26 Competition types
First, individual competition
Two, there are more than two teams to participate in the team competition, each team has the same number, and the ranking or the winner is decided through the pre-specified competition method. Team competitions include: individual system, substitution system, temporary table reservation system, team rotation system, total score system of players, etc. Generally speaking, the national team competition adopts the system of individual teams. Each team arranges the times according to the player's position or chess skill level, and the times cannot be changed after being arranged. In a team competition with substitutes, the rules for substitutes shall be formulated separately by the competition meeting.
Third, the stage and level competition stage and level competition are competitions to assess the level of chess players. According to the number of games and the winning rate, you can evaluate the level, rank or promotion. Grade in China can be divided into two categories: national level and local level. The national level ranges from the initial stage to the ninth stage, and the ninth stage is the highest; The local section is from the initial section to the sixth section, and the sixth section is the highest. Below the level is the level, from level 9 to 1 level, and 1 level is the highest.
Article 27 Competition Methods
According to the number of participants and the length of the schedule. Different competition methods can be adopted.
First, the elimination system. There are three kinds of elimination: single-loss elimination, double-loss elimination and multi-loss elimination. Anyone who is eliminated will lose the qualification for the rematch. The elimination system is suitable for the situation of large number of people and short schedule.
Second, the circular system. A player (team) and other players (teams) participating in the competition take turns to play the game one by one. The round robin system is suitable for situations where the number of participants (teams) is small and the schedule allows. The round robin system usually adopts one game system, or it can also adopt the double round robin system in which each opponent plays two games.
Third, the integral arrangement system. A competition arranged with the same or similar points as the main principle is a competition arranged for points. Because its rounds can be increased or decreased according to the situation, the schedule is between the elimination system and the round robin system.
Fourth, the multi-game decision-making system. Generally, it is the best of three games, the best of five games, the best of seven games, or the ten-game system, which is suitable for two-person competitions.
Five, the team round robin system. It is suitable for the match between two teams, that is, one player plays against all the players of the other team in turn.
Sixth, the competition. Group confrontation in the way of gallants. The personnel of both sides participating in the ring match must be arranged in sequence. Gallants's way is to play only one game at a time, and the loser will be eliminated. The winner will then compete with the other player. When the last player of one side loses, the contest will be over.
Article 28 Calculation of results
First, the scoring method for individual competitions. As for the result of each game of chess, the winner will score 2 points, the loser will score 0 points, and the winner will score 1 point.
Ranking determination: 1. For the round robin competition, when calculating the results, the ranking will be based on individual points, and the one with the highest points will be ranked first. If the points are the same, they will be compared in turn according to the following principles, and the ranking will be distinguished. A. Accumulate the opponent's points won by individuals, and compare them with half of the opponent's points. The one with the highest score is listed first. B, the whole game, the number of warnings less ranked first. C, the rankings are tied. D, such as ranking is not allowed, should play or draw lots to distinguish ranking.
2. In the competition of integral arrangement system, the ranking is distinguished by comparing the total score, and the one with the highest total score ranks first. The calculation formula of the total score is: total score = individual score+(total score of opponents/1/2 maximum score-rounds). If the total score is equal, the ranking will be distinguished according to the above three items: b, c and d.
Second, the scoring method for team games, the scoring method for each team game is the same as that for individual games. Each game is scored according to the number of innings between the two teams. Ranking: 1, in the round robin team competition, the team with the highest score is ranked first; If the score is equal, the person with the highest score will be ranked first; If the score is the same, the score is higher than that of the first player, and the highest player is ranked first; The following are compared according to the number of stations, and as all of them are the same, juxtaposition is allowed.
2. In the team competition of the point arrangement system, the team scores are ranked according to the total score, which is always divided into: total score = score+(the sum of opponents' scores/1/2 the highest score-rounds). If they are the same, they will be ranked according to the round robin order.
Third, the play-off of the rankings If the competition does not allow the rankings to be tied, the play-off can be arranged. Details of the play-off, including the number of games, time limit, number of groups, etc. It shall be stipulated in advance by the competition organization.
Article 29 A chess player withdraws from the competition.
When a chess player withdraws from the competition, the following measures shall be taken:
First, the game has not yet started, and some players have withdrawn from the game. When time permits, lots should be drawn again.
Two, in the round robin competition, if the player withdraws from the competition, the number of games he has played is less than half of the total number of rounds, and his achievements are all invalid. If the number of games has reached half of the rounds, the following abstaining games will be won by the opponent.
Three, in the integral cycle system of the game, the player quit the game, and his performance is valid, and the subsequent rounds of the game will not be arranged. The way to calculate the opponent who has played with this player: the points that have been played are valid. Unmatched part should be A (i.e. points/number of games played) * number of games not played. If a is greater than 1, it shall be calculated as 1.
4. In the match or team match, if a player withdraws from the game halfway, the results of the match are all valid, and the uncompetitive part is the opponent's victory.
Chapter V Competition Organization and Others

Article 33 Competition equipment
