It's a tie-in episode. Gourmet Hunter is a Japanese genre anime that was released in April 2011 in theaters. The reason the first episode has Luffy in it is because the episode is a linkage between Food Hunter and King of Thieves. A linkage is when two works become associated with each other. Luffy refers to the male protagonist of the Japanese manga King of Thieves and its spin-offs.
