Notice on Further Strengthening the Inspection of Nucleic Acid Testing Certificates in Various Places and Aggregation Activities
In order to thoroughly implement the general strategy of "external defense against input and internal defense against rebound" and the general policy of "dynamic zero clearing", further implement the requirements of "four early days" and effectively deal with the risk of the spread of mutant strains in Omicron, the Municipal Party Committee made a study and decided to coordinate the epidemic prevention and control and economic operation work leading group, and from May 5, all the personnel who entered various places and participated in aggregation activities. The relevant matters are hereby notified as follows:
1. All personnel entering various places must show their health code, travel code and nucleic acid test certificate by scanning the "place code", especially the negative certificate of nucleic acid test within 7 days. For the elderly, children and other people who have not used smart phones, paper nucleic acid test reports can be produced. The place code inspection shall be based on the nucleic acid detection time, and the paper report shall be based on the reporting time.
2. Party and government organs, enterprises, institutions and other social units, cultural entertainment, tourist attractions, sports and fitness, commercial buildings, shopping malls and supermarkets, hotels, restaurants, farmers' markets and pharmacies, schools, child care institutions, old-age service institutions, various enterprises, residential quarters, construction sites and other places, as well as transportation stations, transportation stations and public transportation vehicles.
Third, medical institutions should check the negative proof of nucleic acid test within 48 hours while implementing epidemic prevention measures such as temperature measurement and code test for all medical personnel. For critically ill patients, it is necessary to strictly implement the responsibility system for the first diagnosis, treat them in time in the buffer area set in advance, and conduct nucleic acid testing on the patients at the same time. It is not allowed to refuse the diagnosis on the grounds that there is no nucleic acid testing result.
4. For gathering activities such as conference training, cultural performances, sports events, team tours, etc., according to the principle of "who organizes, who is responsible", the organizer will check the participants' negative nucleic acid test certificates within 48 hours while implementing epidemic prevention measures such as temperature measurement and code inspection.
