The regulations on grading of civil servants are as follows: Article 1 In order to reasonably determine the positions and levels of newly recruited civil servants and standardize the grading of newly recruited civil servants, these regulations are formulated in accordance with the Civil Service Law and relevant regulations. Article 2 The grading of newly recruited civil servants shall be carried out according to the proposed positions and their corresponding levels within the prescribed organizational specifications, establishment, number of positions, and within the scope of non-leadership positions below the chief staff member and other equivalent job levels. Article 3 Within thirty days after the probationary period of a newly recruited civil servant, the newly recruited civil servant shall be assessed based on the requirements of the proposed position and in accordance with the conditions, obligations and disciplinary requirements of the civil servant. Article 4 Newly recruited civil servants who pass the assessment shall be graded according to the following provisions: (1) Civil servants who are directly recruited from graduates of various schools and have no work experience: graduates of high school and technical secondary school shall be appointed as civil servants and shall be appointed as civil servants. (2) Other newly recruited civil servants: Those who originally had the status of civil servants can refer to their original positions and levels, and determine their positions and levels compared with those of equivalent qualifications in the agency. For others with work experience, their positions and levels can be determined based on their qualifications and length of service and compared with those of equivalent qualifications in the agency. The service period of a newly hired civil servant shall be calculated from the date of expiration of the probation period. Article 5: The grading of newly recruited civil servants shall be carried out according to the following procedures: (1) I shall summarize the morality, ability, diligence, performance and integrity during the probation period. (2) The agency where you work shall conduct a comprehensive assessment of the personnel to be appointed and graded, and provide opinions on the proposed positions and grades. (3) The appointment and removal authority shall review and approve the appointment and issue a grading decision for the newly recruited civil servants. After the newly recruited civil servants are graded, they must be registered as civil servants in accordance with relevant regulations. Article 6 The minimum service period for newly recruited civil servants in the agency is five years (including probation period). Article 7 For any of the following violations of these regulations, the leading authority at or above the county level or the civil service department shall, in accordance with the management authority and distinguish between different situations, order corrections or declare them invalid; the responsible leaders and directly responsible personnel shall be ordered to make corrections or be declared invalid. Disposal will be made according to the severity of the circumstances: (1) Breaking through the agency specifications and exceeding the number of positions for grading newly hired civil servants; (2) Not following the prescribed conditions and procedures for grading newly hired civil servants; (3) The probation period is calculated The term of office has expired; (4) Other circumstances that violate laws and regulations. Article 8 These regulations apply to the job classification of newly recruited civil servants in the comprehensive management category. Before the relevant national regulations are promulgated, the appointment classification of newly recruited civil servants in other categories shall be in accordance with these regulations. Article 9 The appointment grading of newly recruited personnel other than service personnel in agencies (units) governed by the Civil Servant Law shall be implemented with reference to these regulations.
