Stewed noodles are usually stir-fried with meat and beans in a chili pot, then put some water on them, then put wet noodles on them, then cover the pot and wait for the noodles to steam, and the water at the bottom of the pot is basically gone after the noodles are cooked, and the noodles are relatively dry.
The fried noodles should be lubricated a bit with oil, soy sauce seasoning, and so on.
