Second, the introduction conditions
(1) Basic conditions
1. has the nationality of the Chinese people;
2. Abide by the Constitution and laws of the People's Republic of China;
3. Have good conduct and professional ethics;
4. Have the qualifications and skills required for the post;
5. Have the physical conditions to perform their duties normally and the working ability to meet the requirements of the post;
6. Other conditions stipulated by laws and regulations.
(2) Qualifications
1. The targets of this introduction are full-time doctoral students, master students, full-time undergraduate graduates from "double-first-class" universities, and personnel with intermediate or above professional titles in related majors; Doctoral students and professional and technical personnel at or above the deputy senior level are not restricted by conditions such as graduation institutions; The qualifications of urgently needed positions can be relaxed to full-time undergraduate courses in ordinary colleges and universities. 2. For high-level talents who are particularly in short supply or outstanding, with the consent of the leading group for introducing talents, the post index can be adjusted or the quota of the introduction plan can not be occupied.
3. Those who are required to be under 30 years old in the short list of imported posts are born after 1 June, 9901day, and so on.
4. In 2020, fresh graduates of ordinary colleges and universities must obtain corresponding graduation certificates and degree certificates according to relevant regulations and time.
5. Those who have obtained academic degrees outside the country (territory) should be ranked among the top 500 universities in academic ranking of world universities (ARWU), and relevant certification materials such as academic qualifications outside the country (territory) of the China Study Abroad Service Center of the Ministry of Education, degree certification letter, etc. should be provided at the time of registration.
6. Other conditions that meet the requirements of the "Introduction of Talents".

Third, the introduction procedure
(1) Registration and qualification examination
The introduction of talents takes two forms: on-site registration or online email registration.

2. Online e-mail registration
(1) From the date of announcement to June 20, 2020, candidates can send scanned copies or photos of registration materials (including registration form) to e-mail (jygrcyj@ 163.com) for online registration, and from June 20 to June 2, 20201. (2) Interview assessment
The interview assessment is divided into two parts: the on-site interview in Xi 'an and the on-site interview in Jiayuguan. First, the on-site interview assessment in Xi 'an is conducted. Those who pass the qualification examination can participate in the on-site interview assessment in Xi 'an, and will be interviewed and assessed in Xi 'an from June 20th to June 2nd12020.
2. Jiayuguan City on-site interview assessment
Those who pass the qualification examination can't participate in the on-site interview and assessment in Xi 'an. If there are vacancies in the reported positions, they will then participate in the on-site interview and assessment in Jiayuguan. The specific time and place will be notified separately.
3. Interview assessment methods
Candidates with valid identification will attend the interview assessment at the time and place specified in the notice. The interview assessment team comprehensively evaluates the candidates' political quality, professional ability, professional skills, and ability and political integrity by asking questions, consulting resumes, and understanding the study work. The interview assessment score adopts a hundred-point system, and the assessment results are evaluated by all judges.
The lowest score and the average score after one score are removed from the score. The examination results of the personnel to be introduced shall not be less than 85 points, and the examination results shall be signed by the candidates for confirmation.
(3) signing an agreement
Those who meet the requirements of introducing talents through on-site interview and assessment shall be determined as the object to be introduced after research by the leading group for introducing talents, and then an agreement of intent for introducing talents or a tripartite agreement shall be signed.
(4) Physical examination
Determine the physical examination object according to the interview assessment results of each position from high score to low score. If the interview results are the same, the physical examination object will be determined according to the total score of the non-removal score and the lowest score, and those with the same total score will be determined as the physical examination object. The medical examination standard shall be implemented with reference to the medical examination standard of newly hired civil servants, and those who fail to pass the medical examination shall be disqualified.
(five) inspection and qualification review
Those who pass the physical examination are determined to be candidates for investigation. Focus on the ideological and political performance, law-abiding, moral quality, professional ability, work performance, qualifications and other aspects of the candidates, and investigate the unqualified ones to cancel the introduction qualification. After graduation, the graduates of the class of 2020 among the applicants will review their diplomas, degree certificates, employment registration certificates and other relevant documents. If they fail to obtain diplomas and degree certificates on time according to relevant regulations, the qualification for introduction will be cancelled.
Vacant positions formed by unqualified physical examination, inspection and review shall be determined by the leading group for introducing talents according to the actual situation.
(6) Publicity and employment
Those who pass the interview, physical examination and inspection will be publicized on the website of Xiongguan Party Construction and Jiayuguan Municipal Bureau of Human Resources and Social Security for 5 working days after being examined and approved by the Leading Group for Introducing Talents, and accept social supervision. If there is no objection after publicity, the organization, the people's society, the preparation department and the employing unit shall go through the relevant formalities according to the relevant provisions, and the probation period of the imported personnel shall be one year, and the service period shall not be less than five years (including one year).
