chapter I general provisions article 1 these regulations are formulated in accordance with the law of the people's Republic of China on environmental protection, the law of the people's Republic of China on the prevention and control of air pollution, the regulations of inner Mongolia autonomous region on the prevention and control of air pollution and other relevant laws and regulations in light of the actual situation of this municipality, in order to protect and improve the atmospheric environment, prevent and control air pollution, safeguard public health, promote the construction of ecological civilization and promote the sustainable development of economy and society. Article 2 These Regulations shall apply to the prevention and control of air pollution and its supervision and management activities within the administrative area of this Municipality.

Chapter II Supervision and Administration Article 6 The people's governments at the city and county levels shall be responsible for the quality of the atmospheric environment within their respective administrative areas. (2) Incorporate funds for the prevention and control of air pollution into the fiscal budget, and give financial subsidies to the construction of coal-to-gas conversion, coal-to-electricity conversion and other clean heating projects;

(3) report the implementation of air pollution prevention and control to the people's congress or the standing Committee at the corresponding level every year and accept supervision;

(4) Formulate emergency plans for heavily polluted weather, file them with the competent department of ecological environment of the people's government at the next higher level, and announce them to the public, and start the emergency plans according to the early warning level of heavily polluted weather;

(5) Strictly control the construction, renovation and expansion of industrial construction projects that emit serious odor;

(6) clean up and rectify scattered polluting enterprises that discharge air pollutants within their jurisdiction;

(7) Delineate, publish and manage the high-pollution fuel no-burn zone according to law;

(8) popularize scientific planting techniques, use chemical fertilizers scientifically and rationally, and use pesticides in accordance with relevant state regulations to reduce the emission of air pollutants such as ammonia and volatile organic compounds;

(9) encourage and support the adoption of advanced and applicable technologies to comprehensively utilize straw as fertilizer, feed, energy, industrial raw materials and edible fungi;

(11) Introduce, support and train professionals in air pollution prevention and control, encourage scientific and technological research on air pollution prevention and control, and develop environmental protection industry;

(11) Implement the priority development plan for public transportation, guide citizens to travel with low carbon, and support and promote the use of new energy vehicles;

(12) The projects prohibited by these Regulations, which have been completed, shall be rectified by the local people's governments at the county level according to law;

(13) according to the needs of air pollution prevention and control, establish and improve the cooperation mechanism, carry out cross-regional air pollution prevention and control, and strengthen joint monitoring, joint law enforcement and cross-enforcement;

(14) other duties as stipulated by laws and regulations. Article 7 The competent department of ecological environment of the Municipal People's Government shall exercise unified supervision and management over the prevention and control of air pollution. And perform the following duties:

(1) according to the total emission control targets of key air pollutants and the binding targets of ambient air quality issued by the people's government of the autonomous region, work out the total emission reduction plan of key air pollutants and the plan to meet the standards within a time limit, organize the implementation after being reported to the Municipal People's government for approval, and make it public;

(2) jointly with relevant departments, determine the key pollutant discharge units that discharge pollutants into the atmosphere according to law, and announce them to the public every year;

(3) establish a consultation mechanism for sharing atmospheric environmental information with meteorological information and forecasting atmospheric environmental quality in conjunction with the competent meteorological departments, and jointly issue forecasting and early warning information;

(4) To be responsible for pollution prevention and control of livestock and poultry farms and farming communities above designated size, and realize information sharing with other competent departments;

(5) Be responsible for dismantling coal-fired boilers with decentralized heating in the area covered by the heating pipe network;

(6) to be responsible for the supervision and management of the toxic and harmful smoke and malodorous gas substances produced by the open burning of asphalt, linoleum, rubber, plastics, leather and garbage outside the area where urbanization management is implemented, and the smoke and dust pollution substances produced by the open burning of straw, weeds, fallen leaves and branches;

(7) Publicize the ways of reporting and complaining to the public, and handle the reporting and complaining matters according to law;

(8) Other duties as stipulated by laws and regulations. Article 8 Other relevant departments of the people's governments at the municipal and county levels shall supervise and manage the prevention and control of air pollution within their respective functions and duties. And perform the following duties:

(1) The development and reform department is responsible for controlling the total coal consumption, planning the coal market, rationally distributing urban central heating, promoting clean energy, organizing and implementing clean production, developing circular economy, and formulating and improving relevant policies such as atmospheric environmental protection;

(2) The industry and information technology department is responsible for organizing and promoting the technological transformation and upgrading of industrial enterprises, eliminating backward production capacity, organizing and implementing the clean energy substitution transformation of production and operation enterprises, and supervising and managing the dust in enterprise material yards;

(3) the heating management department is responsible for adjusting the central heating resources, transforming the central heating in old residential areas, and improving the heating rate of regional central heating and clean energy in urbanization management;

(4) The natural resources department is responsible for dust prevention in mining and processing, and strengthening the supervision and management of stone processing sites;

(5) The departments of housing and urban-rural construction, public utilities, urban management, transportation and water affairs shall be responsible for the supervision and management of dust from engineering construction, dust from soil, dust from roads and dust from material storage yards according to their duties;

(6) The administrative law enforcement department of urban management is responsible for the supervision and management of soot pollution, open-air burning and open-air barbecue in the catering service industry in the area where urbanization management is implemented, and jointly with the transportation department to supervise and manage road dust;

(7) Public security, transportation, commerce, market supervision and management departments are responsible for the supervision and management of motor vehicles and off-road mobile machinery, oil and gas recovery and management, and oil quality according to their respective responsibilities;

(8) the market supervision and management department is responsible for the supervision and management of coal business premises, and the unlicensed coal business premises and coal business premises in the high-pollution fuel no-burn zone are banned according to law;

(9) emergency management and public security departments are responsible for the supervision and management of storage, sale and discharge of fireworks and firecrackers;

(11) The agriculture and animal husbandry department is responsible for the supervision and management of comprehensive utilization of straw;

(11) The departments of agriculture, animal husbandry, forestry, grassland and ecological environment are responsible for the supervision and management of air pollution caused by agricultural production and livestock breeding;

(12) the prevention and control of air pollution that is not regulated by the competent department of supervision and management shall be designated by the people's governments at the city, banner and county levels according to law.
