The county construction administrative department is responsible for the management of liquefied gas industry within the administrative area of the county under the guidance of the municipal gas administrative department.
City and county labor departments are responsible for the safety supervision of liquefied gas industry.
City and county fire departments are responsible for the fire supervision of liquefied gas industry. Fifth liquefied petroleum gas business units must be approved by the municipal labor and fire departments in accordance with the relevant national standards. The competent administrative department of liquefied gas shall, after issuing the Qualification Certificate of City Gas Enterprise to the unit with safety conditions, go to the administrative department for industry and commerce for a business license, and obtain the quasi-purchase certificate of liquefied gas from the provincial administrative department of construction by virtue of the qualification certificate, the fire protection license for inflammable and explosive chemicals issued by the fire department and the filling license issued by the labor department. Article 6 Units that have not obtained the Qualification Certificate of City Gas Enterprise, Filling License and Business License shall not engage in liquefied gas business activities; Where a unit has not obtained the "liquefied gas quasi-purchase certificate", the liquefied gas production and supply unit shall not supply its liquefied gas; Without obtaining the "inflammable and explosive chemicals transport permit" and "liquefied gas tanker use permit" vehicles, shall not engage in liquefied gas transportation. Chapter II Construction and Management of Liquefied Gas Plants (Stations) Article 7 Liquefied gas plants (stations) refer to liquefied gas storage and distribution plants (filling stations), liquefied gas supply stations (bottle changing stations) and liquefied gas mixing stations. Eighth liquefied gas plant (station) planning and construction must be based on the overall urban planning, conscientiously do a good job in the investigation and study of gas sources, users, benefits, safety and other aspects, so as to achieve reasonable layout, safety and reliability, gas source implementation, and convenience for users. Ninth the construction of liquefied gas plant (station), must first apply to the local gas administrative department, the gas administrative department in conjunction with the labor and fire departments in accordance with their respective authority for examination and approval, the design and construction can be organized after approval. Tenth liquefied gas plant (station) construction must strictly implement the basic construction procedures to ensure the quality of the project. After completion, the construction unit shall deliver complete completion design data, and all relevant departments shall organize acceptance according to professional requirements before putting into use. Eleventh liquefied gas plant (station) design and construction shall be borne by the unit holding the corresponding qualification certificate. Article 12 Enterprises engaged in liquefied gas storage, distribution and business activities must have a complete production process including transportation, unloading, storage, filling and residual liquid recovery. Liquefied gas storage and distribution plants (stations) shall meet the requirements of Code for Design of Town Gas. Thirteenth gas enterprises should regularly inspect liquefied gas storage tanks, train tankers, car tankers, steel cylinders and other pressure vessels according to regulations. Fourteenth liquefied gas storage and distribution plant (station) construction and operation must strictly implement the "Code for Fire Protection Design of Buildings", "Code for Design of Town Gas" and the provisions of the Ministry of Construction, the Ministry of Labor and the Ministry of Public Security on safety in production.
The fire-fighting facilities and equipment of liquefied gas storage and distribution plant (station) shall conform to the code for fire protection design of buildings, and the explosion-proof grade shall conform to the requirements of the Code for Design of Electrical Installations in Explosive and Fire Dangerous Places. Fifteenth bottle changing stations (points) must be approved by the municipal labor and fire departments according to the relevant national standards, and filed by the municipal liquefied gas administrative department. Business units must also hold the documents signed and agreed by the above three departments to apply for business licenses at the administrative department for industry and commerce before they can start business.
The daily management and safety of the bottle changing station (point) is responsible for the liquefied gas storage and distribution plant (station) that provides bottled gas source. Sixteenth types of liquefied gas business units, must establish and improve the organization of production safety and voluntary fire control organizations. There should be technical operating rules for design, facility operation and personal safety, post responsibility system and related safety systems, and they should be carefully organized and implemented. Operators of production posts must be trained and qualified by the labor department in accordance with the regulations before taking up their posts with certificates. Chapter III Management of Liquefied Gas Article 17 Any unit engaged in liquefied gas business within the administrative area of this Municipality shall accept the management and supervision of the municipal competent department of liquefied gas and the labor and fire departments. Eighteenth business units to suspend business, business, must be reported in advance to the local gas administrative departments for the record. Nineteenth liquefied gas business units shall establish user management files, and regularly report the business situation to the administrative department of gas. Twentieth liquefied gas business units to implement the "use permit" system for resident users, the certificate for the bottle. Twenty-first liquefied gas business units shall pay management fees to the administrative department of gas. The collection standard of management fees shall be implemented according to the standards approved by the municipal finance and price departments.
