Article 4 The people's governments of prefectures, the people's governments of cities (counties) and the executive committees of Lycium barbarum producing areas shall incorporate the promotion of Lycium barbarum industry into the overall plan of national economic and social development, and establish a mechanism for promoting the development of Lycium barbarum industry and demonstrating and driving it.

Article 13 The state people's government and the municipal (county) people's government and the executive committee of the Lycium barbarum producing area shall encourage and support:

(1) Scientific research institutions, universities, enterprises and individuals to carry out scientific and technological research on the quality and safety of Lycium barbarum and its products, and to develop new products and technologies of Lycium barbarum;

(2) Popularize and apply modern agricultural technologies such as standardized production of Lycium barbarum and its products, efficient water saving, advanced mechanical equipment and quality and safety management;

(3) set up deep processing enterprises for producing fresh fruits, food and beverages, biopharmaceuticals, health care and cosmetics;

(4) to participate in the construction of Lycium barbarum product sales market combining food and beverage, medical care, leisure and health, beauty and health, sightseeing and folk culture;

(5) Develop the industrial culture of Lycium barbarum, protect the traditional processing technology of Lycium barbarum, excavate, sort out and spread Lycium barbarum culture, and promote the integrated development of Lycium barbarum culture and Lycium barbarum industry;

(7) Encourage enterprises, cooperatives and large growers of Lycium barbarum to enhance their comprehensive strength by means of combination, merger, reorganization and shareholding system reform, so as to realize large-scale production, intensive management and industrialized development.
