Article I In order to strengthen the prevention and control of oily smoke pollution in the catering industry, to protect public health, improve the quality of the atmospheric environment, and promote the construction of ecological civilization, according to the "Chinese People's Environmental Protection Law" "Chinese People's Air Pollution Prevention and Control Law" "Heilongjiang Provincial Regulations on the Prevention and Control of Air Pollution," and other laws and regulations, combined with the actual situation in the city, to formulate the regulations. Article 2 The city's administrative area within the catering industry fume pollution prevention and control as well as supervision and management activities, the application of these regulations. Article III of the city, county (city) district people's government shall be responsible for the administrative area of the catering industry, prevention and control of oil smoke pollution, planning, measures, and the prevention and control of oil smoke pollution in the catering industry into the environmental protection responsibility system assessment.

In violation of the provisions of Article 10, paragraph 1 (c) of these Regulations, the noise generated by the oil smoke purification equipment of the catering business project exceeds the national and local noise emission standards, the competent department of ecological and environmental affairs shall order rectification and impose a fine of not less than five thousand yuan and not more than fifty thousand yuan.
