In order to further standardize the charging behavior of property services in our city, protect the legitimate rights and interests of owners and property service enterprises, and promote the healthy development of the property service industry, According to the Property Management Regulations, the Measures for the Administration of Property Service Charges (No.1864 [2113] of the Development and Reform Commission), the Implementation Measures for the Administration of Property Service Charges in Hubei Province (No.117 [2117] of E-Price Housing Service), the Implementation Rules for the Administration of Motor Vehicle Parking Service Charges in Hubei Province (No.78 [2116] of E-Price Housing Service) and Xiangfan

1. according to the nature and characteristics of different properties, property service charges are subject to government-guided prices and market-regulated prices respectively.

comprehensive property management services and parking charges for ordinary houses managed by property management enterprises are subject to government-guided prices, while other services and properties in villas and non-residential areas are subject to market-adjusted prices.

2. For the property service charges with government-guided prices, the price department in conjunction with the real estate department shall, according to the development level of local property management services, formulate the benchmark price and floating range of the property service level charges in this Municipality.

the property service charges with market-regulated prices shall be agreed by the owners and the property management enterprises in the property service contract.

3. Property service charges shall be clearly marked in accordance with the provisions of the competent pricing department of the government. Property management enterprises shall, in a prominent position within the property management area, publicize the service items, service standards and charging items, charging standards, price reporting and complaint telephone numbers and other relevant information through publicity boards and bulletin boards.

IV. The composition of the property service cost or property service expenditure under the property service fee contract system includes the following contents:

1. Wages of management service personnel, social insurance and welfare funds drawn according to regulations;

2. Daily operation and maintenance expenses of * * * used parts of the property and * * * used facilities and equipment. Including the maintenance costs of secondary water supply and pressurization equipment, the operation and maintenance costs of elevators, and the operation, maintenance and testing costs of facilities such as fire fighting, safety monitoring and intelligence;

3. Cleaning and sanitation expenses of the property service area;

4. Maintenance cost of greening in the property service area;

5. Maintenance cost of regional order of property services;

6. Office expenses;

7. Depreciation of fixed assets of property management enterprises;

8. Parts, facilities, equipment and public liability insurance fees of the property;

9. other expenses agreed by the owner.

the expenses for overhaul, medium repair, renewal and transformation of the parts and facilities used in the property * * * shall be paid out through special maintenance funds, and shall not be included in the property service cost or expenses, which shall be borne by the owner.

5. Property service charges shall be charged at one price. The public expenses that have been included in the cost of property service fees or the composition of property service expenditures shall not be collected and apportioned from the owners by the property service enterprises.

VI. Within the realty service area, water supply, power supply, gas supply, communication, cable TV, sanitation and other units shall charge relevant fees to the end users. If the realty service enterprise accepts the entrustment to collect the above fees, both parties shall sign an entrustment agreement, but shall not charge the owner any additional fees such as handling fees.

VII. Energy costs and operating costs incurred for power equipment such as heating and central air conditioning in the property service area shall be included in the supply price respectively, and shall not be charged to the owner separately.

8. in the residential area where the household and meter are not reformed, the losses between the master meter and the sub-meter can be reasonably shared among users according to the actual loss of water and electricity after deducting the cost of property service or the expenses included in the composition of property service expenditure. The specific allocation method can be determined through consultation between the property management service enterprise and the owner or the owners' committee. It is not allowed to raise the price standard of water and electricity stipulated by the state without authorization, and it is not allowed to share the loss of water and electricity by raising the price of water and electricity.

IX. If there is any dispute between the owner and the property management service enterprise on the allocation of public expenses, they may apply to the competent price department for review, and then allocate the expenses after being approved by the competent price department.

11. If the closed garage and outdoor parking lot (parking space) in the residential area meet the planning standards and are provided by the property service enterprise, the parking service fee can be charged with the approval of the competent price department. Specific standards shall be approved by the competent price department.

the ownership of parking spaces and garages planned for parking cars in residential areas shall be agreed upon by the parties through sale, complimentary or lease, and the site occupation fee shall be agreed upon by both parties according to the ownership.

with the consent of the owners' meeting, motor vehicles can be parked on the roads or other sites owned by the owners in the property service area without violating the relevant regulations such as fire control and safety. After being discussed and approved by the owners' meeting and reported to the local price authorities for approval, the owners' meeting can entrust the property service enterprises or other management personnel to collect the site occupation fee, and the income after deducting the parking service fee will be owned by all owners and used according to the decision of the owners' meeting.

Xi. On the premise of giving priority to the owner's parking, temporary foreign parking spaces can be set up in conditional residential quarters, and the charging standard shall be formulated by the local government price department.

No parking service fee shall be charged for special vehicles such as official business, emergency repair, ambulance, and vehicles moved and delivered by the owner.

12. If the residential quarters are rated as excellent national and provincial property management, the property management service fee can be increased by no more than 1.5% on the basis of the specified benchmark price within the validity period; The property management service fee can be increased by no more than 11% on the basis of the specified benchmark price within the validity period.

XIII. The property service fee for the low-income residents shall be charged at 71% of the benchmark price of the corresponding level of residential charges.

XIV. Before charging fees, the property management enterprise must go to the competent price department to handle the Certificate of Supervision and Examination of Service Prices (Fees) in Hubei Province, and effectively provide services that are consistent with quality and price.

XV. The competent price department shall, jointly with the competent real estate (property) department, supervise the charging items, charging standards, service contents and service standards of property service enterprises. In violation of the provisions of this notice, the competent price department shall be punished according to the Price Law of the People's Republic of China and the Provisions on Administrative Penalties for Price Violations.

XVI. The municipal price department and the municipal real estate department shall be responsible for the interpretation of this notice within their respective responsibilities.

XVII. this notice will be implemented for one year from October 1, 2113. During the trial period, if there are new regulations in the country and province, the new regulations will be implemented.

XVIII. if the relevant provisions of this notice are inconsistent with this notice before its trial implementation, this notice shall prevail.
