The area where urbanization management is implemented refers to the area where urbanization construction has been basically covered and municipal public facilities and urbanization service facilities have been basically provided, including the places where people's governments at all levels are located, economic and technological development zones, industrial parks and scenic spots.
The regional scope of urbanization management shall be delineated and announced by the people's governments at or above the county level and reported to the Municipal People's Government for the record. Article 3 The administrative department of city appearance and environmental sanitation of the people's governments of cities and counties shall be responsible for the administration of city appearance and environmental sanitation according to the division of responsibilities.
Development and reform, housing and urban and rural construction, planning, finance, environmental protection, health, public security, land and resources, agriculture and animal husbandry, transportation, food and drug supervision, water affairs, ethnic and religious affairs, industry and commerce and other departments shall, according to their respective functions and duties, do a good job in the management of city appearance and environmental sanitation. Article 4 People's governments at all levels shall, according to the process of urban development, increase the investment in public facilities of city appearance and environmental sanitation and improve the infrastructure of city appearance and environmental sanitation. Article 5 People's governments at all levels, relevant departments specified in Article 3 of these Regulations, news media, operating or managing units in public places such as airports and stations shall strengthen publicity and education on city appearance and environmental sanitation science and legal knowledge. Article 6 All units and individuals shall keep the city appearance and environmental sanitation clean and tidy, take good care of urban public facilities, and have the right to dissuade, complain and report acts that damage or destroy the city appearance and environmental sanitation. Chapter II Responsibility of City Appearance and Environmental Sanitation Article 7 The city appearance and environmental sanitation shall implement the management system of the area of responsibility.
The area of responsibility for city appearance and environmental sanitation refers to the buildings, facilities, places and their areas within a certain range that the relevant units and individuals undertake the responsibility for city appearance and environmental sanitation management. Article 8 The responsible area and responsible person shall be determined according to the following provisions:
(a) urban roads, bridges, road lighting, gas supply, heating, water supply, rain (sewage) drainage, environmental sanitation and other municipal public facilities and transportation, telecommunications, postal services, electricity, sports and other public facilities, by the property unit, management unit or user unit according to the division of responsibilities;
(two) culture, sports, entertainment, sightseeing, exhibitions, parks, green spaces, stations, parking lots, hotels, restaurants, shops, markets and other public places by the management units or operators;
(3) The administrative areas of organs, organizations, armed forces, enterprises and institutions shall be the responsibility of the units themselves;
(four) the administrative department of water affairs, city appearance and environmental sanitation shall be responsible for the implementation of the river courses in the urbanization management area in accordance with the management scope determined by the people's governments at or above the county level;
(five) landscape lighting facilities, funded by the construction unit is responsible for; Government investment in construction, the construction unit is responsible for;
(six) the construction site is the responsibility of the construction unit, which is responsible for the construction;
(seven) through the city and its management area of the railway, the management unit is responsible for;
(eight) residential areas, the implementation of property management, by the property service enterprises; Without the implementation of property management, the neighborhood offices and the Town People's Government shall be responsible for it.
If the responsible area or person is not clear, it shall be determined by the local subdistrict office and the town people's government; If the responsibility across administrative regions is not clear, it shall be determined by the administrative department of city appearance and environmental sanitation at the next higher level. After the area of responsibility and the responsible person are determined, the responsible person shall be informed in writing.
The implementation of the responsibility area publicity system, open to the public the responsible person, the scope of the responsibility area and contact information, so as to facilitate the supervision of the masses. Article 9 The person in charge shall perform the following duties:
(a) to keep the city clean and tidy, and shall not arbitrarily change the building (structure) facade and erection, posting, graffiti, hanging, stacking and other acts;
(two) to keep the environment clean and tidy, without exposure to garbage, feces, sewage and other pollution sources that lead to the breeding of vectors;
(three) set up environmental sanitation facilities in accordance with the norms, and keep them clean and in good condition;
(four) in accordance with the provisions of the area of responsibility, standards and time limit to clear the ice and snow, and transported to the designated place. Tenth city appearance and environmental sanitation administrative departments should strengthen the supervision and management of city appearance and environmental sanitation in the area of responsibility, and organize regular inspections.
The responsible person has the right to stop the violation of the provisions on the administration of city appearance and environmental sanitation in the responsible area, and may request the administrative department of city appearance and environmental sanitation to handle it. Chapter III City Appearance Management Article 11 The facade of buildings (structures) facing the street shall be kept clean and in good condition. The facade of damaged buildings (structures) shall be renovated in time.
Closed balcony, installation of security window (door), air conditioning, solar energy and other facilities and equipment should be unified and standardized.
Outside the balcony, outside the window, on the roof and in the outer corridor, it is not allowed to install, pile up or hang articles that are unsightly and endanger safety. Articles stacked on platforms and balconies shall not exceed the height of guardrails.
