I have been instructed by the Central People's Government of the People's Republic of China*** and of the State of China, on behalf of the forty-seven million five hundred million people of the whole of China, to come here to complain of the unlawful and criminal act of the United States Government in its armed invasion of the Chinese territory of Taiwan (including the Pescadores Islands, and wherever hereafter Taiwan is called Taiwan, the Pescadores Islands are included).
Mr. Delegates, please note this: this is my clear and specific mission. I now bring with me the original text of the telegram which Zhou Enlai, Minister for Foreign Affairs of the Central People's Government of the People's Republic of China, sent to the Secretary-General of the United Nations, Mr. Rai, on November 11, the last paragraph of which says: "In view of the seriousness of the two questions of armed intervention in Korea and aggression against China's Taiwan by the Government of the United States of America and the fact that they are intimately interrelated, the Security Council should refer to us, the People's Republic of China "In view of the seriousness of the two questions, which are closely interrelated, the Security Council should combine the motion of the Central People's Government of the People's Republic of China against the United States Government's armed invasion of Taiwan with the question of the United States Government's armed intervention in Korea, so that the representative of the People's Republic of China, when attending the discussion in the Security Council on the motion 'Complaint against the United States Government for Armed Invasion of Taiwan', may at the same time bring up the question of the United States Government's armed intervention in Korea. " However, item B of the agenda of the Security Council does not have any ****similarity with the above proposal of Foreign Minister Zhou, therefore, the representative of the People's Republic of China will never take part in the discussion of item B on the so-called "Complaint of aggression against the Republic of Korea".
The complaint of the Central People's Government of the People's Republic of China against the United States Government's aggression against the Republic of Korea should have been made by the representatives of the People's Republic of China, as one of the permanent members of the Security Council of the United Nations, but due to the manipulation and obstruction by the United States Government, the legitimate representatives of the People's Republic of China have been consistently denied access to the United Nations. Therefore, I cannot but first protest against the fact that the United Nations is still allowing the "representatives" of the reactionary remnants of the Chinese Kuomintang to sit here, posing as representatives of the Chinese people, without any sense of shame. Mr. Delegates, this is something that the Chinese people cannot tolerate.
Chairman Mao Zedong of the Central People's Government of the People's Republic of China (CPG) solemnly informed the world on October 1, 1909, the day of the establishment of the Government, that only the CPG of the People's Republic of China (PRC) is the sole legitimate government representing all the people of China. Over the past year, the great achievements of the People's Republic of China in military, economic, political and cultural construction have eloquently proved to the world that only the Central People's Government of the People's Republic of China is the only legitimate government representing the Chinese people. The reactionary remnants of the Kuomintang that resisted the Central People's Government of the People's Republic of China and the Central People's Government of the People's Republic of China have long since ceased to exist on the Chinese mainland. The Chinese People's Liberation Army, in the more than four years since July 1946, when Chiang Kai-shek's reactionary faction, with the support of the United States Government, launched an all-out civil war, has eliminated 8,070,000 of Chiang Kai-shek's reactionary troops and completed the liberation of all China's territories, with the exception of Tibet and Taiwan. The Central People's Government of the People's Republic of China has, over the past year, united the people of China from all walks of life, established local power at all levels throughout the country and effectively controlled the Chinese mainland. The degree of unity, consolidation and popular support for the unified government established by the Central People's Government throughout China has never been greater in Chinese history, a fact which even the enemies of the Chinese people cannot but recognize.
Meanwhile, the reactionary government of the Kuomintang has long since collapsed and ceased to exist, and the few remaining reactionary remnants have been removed by the Chinese people from the Chinese mainland. Today, thanks only to the armed protection of the United States, they are still able to survive in Taiwan. But the Chinese people have long since spurned them, and they have lost any legal or factual basis for representing the Chinese people. The so-called "representatives" of the reactionary remnants of the Chinese Kuomintang at the United Nations are only the royal tools of a small group of exiles who will soon be completely annihilated, and have absolutely no qualifications to represent the Chinese people.
Since November 15, 1949, our Foreign Minister Zhou Enlai has been continuously requesting the United Nations to expel the so-called "representatives" of the reactionary remnant group of the Chinese Kuomintang from all the organs of the United Nations and its meetings, and to admit the representatives of the Central People's Government of the People's Republic of China to all the organs and meetings of the Organization. The Chinese people*** and the representatives of the Central People's Government of China have been admitted to all organs of the United Nations and its conferences. Until now, however, although among the Member States of the United Nations there are the Soviet Union and other countries which warmly support our efforts to enter the United Nations, and although 16 countries, including the Soviet Union, Poland, the Czech Republic, India, Burma, Israel, Afghanistan, Pakistan, Belarus, Ukraine, Denmark, the Netherlands, Great Britain, Sweden, Yugoslavia, Norway and so on, are in favor of our entry into the United Nations, due to the manipulation and obstruction by the United States Government, the United Nations still refuses to admit our legitimate representatives to participate in the United Nations. However, due to the manipulation and obstruction by the United States Government, the United Nations still refuses to admit the legitimate representatives of our country, so that the so-called "representatives" of the reactionary remnants of the Chinese Kuomintang continue to sit comfortably in the United Nations Security Council and other bodies, which is something against which we cannot but lodge a serious protest. No, the United Nations cannot be a United Nations in the true sense of the word without the legitimate representatives of the People's Republic of China, the People's Republic of China, which is composed of 40,755 million people. Without the participation of the legitimate representatives of the Chinese People's Republic, the Chinese people have no reason to recognize any of its resolutions and decisions. On behalf of the Central People's Government of the People's Republic of China, I once again call upon the United Nations to expel the "representatives" of the reactionary remnants of the Kuomintang and to admit the legitimate representatives of the People's Republic of China.
Mr. and Mr. Delegates, you will recall that on August 24 of this year, our Foreign Minister Zhou Enlai put forward to the United Nations Security Council a proposal to accuse the United States Government of armed aggression against our territory, Taiwan, but the United States Government has obstructed the Council's discussion of this reasonable proposal in every possible way. It was only because of the reasoned argument of the representative of the Soviet Union, President of the Security Council for the month of August, and the sponsorship of the representatives of other countries, that the case of the People's Republic of China against the armed invasion of Taiwan by the United States of America was placed on the agenda of the Security Council, although it took on its present incomplete form of a "case of armed invasion and aggression against Taiwan" because of the opposition of the United States of America.
President Harry S. Truman of the United States, after instructing the puppet government of Lee Seung-man of South Korea to create the Korean civil war, issued a statement on June 27, 1950, announcing that the United States Government had decided to prevent the liberation of Taiwan by force of arms by the Central People's Government of the Chinese People's Republic of China, and that, at the same time, the armed forces of the United States had made a large and open incursion into Taiwan under the orders of President S. Truman to carry out the policy of preventing the liberation of Taiwan by the Chinese People's Liberation Army by force of arms by the United States Government. Anyone with a modicum of common sense knows that Taiwan is an inseparable part of Chinese territory. Long before Columbus came to the New World in America, the Chinese had already been to Taiwan. Long before the independence of the United States, Taiwan was an integral part of Chinese territory. It is precisely because of the existence of this unshakeable historical fact that Taiwan is Chinese territory that the civilized nations of the world have never acknowledged the justness of the Japanese imperialist occupation of Taiwan during the 50 years from 1895 to 1945. Moreover, the people of Taiwan have always been opposed to the rule of Japanese imperialism. During the 50 years of Japanese imperialist rule, the people of Taiwan lived like cattle and horses and suffered from the pain of being slaves to their own country. However, the struggle of the people of Taiwan against the alien rule of Japanese imperialism and for their return to the embrace of the motherland has never ceased in the past 50 years. The heroic struggle of the people of Taiwan against Japanese imperialism has proved with fire and blood in history that the people of Taiwan are an inseparable part of the great family of the Chinese people. This has been recognized even in the White Paper "Relations between the United States and China" compiled by the United States Department of State: "The people of Taiwan, who have been subject to alien domination for 50 years, welcome the liberation of China. During the period of Japanese occupation, the greatest hope of the people of Taiwan was to return to the motherland" (Relations between the United States and China, p. 308).
It is precisely because Taiwan is an integral part of China's territory that the Cairo Declaration, signed by the governments of the United States, China, and Britain on December 1, 1943, explicitly stipulated that "the purpose of the three countries is to have the territories stolen by Japan from China, such as Manchuria, Taiwan, and the Pescadores, returned to China."
Taiwan is an inseparable part of Chinese territory, which is not only an unshakeable historical fact, but also one of the main objectives of the Chinese people who are united in their war against Japanese imperialism. December 1, 1943, China, the United States and Britain, the three governments *** with the signing of the Cairo Declaration, reflects this goal of the Chinese people, while the Cairo Declaration is also the United States Government committed to abide by a solemn international constraint. This solemn international constraint was once again expressed as one of the main terms of Japan's unconditional surrender in the Potsdam Proclamation of July 26, 1945, signed by the United States, China and the United Kingdom, and later joined by the Soviet Union, urging the unconditional surrender of Japan. Section VIII of the Potsdam Proclamation states, "The terms of the Cairo Declaration shall be carried out, and the sovereignty of Japan shall be limited to Honshu, Hokkaido, Kyushu, Shikoku, and such other small islands as we may determine."
On September 2, 1945, Japan signed the Articles of Surrender. The first article of the Japanese Articles of Surrender explicitly stated that Japan accepted "the terms of the Potsdam Proclamation of July 26, 1945, signed by China, the United States, and Great Britain***, and later joined by the Soviet Union." When the Chinese Government accepted the surrender of the Japanese forces on Taiwan and exercised its sovereignty over Taiwan, Taiwan became not only a de jure but also a de facto inseparable part of Chinese territory. This has been the status quo regarding Taiwan since 1945. Therefore, in the five years after the war, from 1945 to June 27, 1950, no one has ever doubted that Taiwan was an integral part of China's territory, both de jure and de facto.
The matter was so obvious that on January 5, 1950, U.S. President Harry S. Truman was forced to admit: "In the Cairo Declaration of December 1, 1943, the President of the United States, the Prime Minister of Great Britain, and the President of China declared that it was their purpose to have the territories stolen by Japan from China, such as Taiwan, restored to China. The United States was a signatory to the July 26, 1945 Potsdam Proclamation. The Potsdam Proclamation stated that the terms of the Cairo Declaration should be implemented immediately. Japan also accepted the terms of this declaration when it surrendered. ...for the past four years, the United States and other allies have also recognized China's exercise of sovereignty over the island; the United States has no ambition to plunder Taiwan or any other territory of China ...... The United States does not intend to use the armed forces to intervene in its present situation, and the Government of the United States does not intend to follow any course which would involve the United States in China's internal strife. ". This means that even President Truman recognized Taiwan as a Chinese territory.
This shows that there is no room for doubt that Taiwan is an inseparable part of China's territory. But now the United States Government has gone so far as to announce openly its decision to use force to prevent the Central People's Government of the People's Republic of China from liberating Taiwan, and to send a large number of armed forces to openly invade Taiwan.
Mr. Delegates: The facts of the United States' invasion of Taiwan by armed force are not open to investigation, for the United States Government has been forthright about these facts. When President Harry S. Truman announced the above decision, he first ordered the United States Seventh Fleet to invade Taiwan's territorial waters. Since then, the United States Government has never denied the fact that the United States Seventh Fleet has invaded Taiwan. The United States armed forces not only invaded our territory, Taiwan, but also actively conducted reconnaissance patrols along and in our territorial airspace, the scope of which, according to a report by a reporter of the New York Herald Tribune from Taipei on July 24, is "a 1,000-mile-long coastline stretching from Shantou, Guangdong Province, in the south to Qingdao, Shandong Province, in the north, outside the harbor. "At the same time, the U.S. Government has not denied the fact that the U.S. Thirteenth Air Force invaded Taiwan. After President Truman announced and implemented the policy of armed invasion of Taiwan, he ordered MacArthur, Commander-in-Chief of the U.S. Forces in the Far East, to go to Taiwan to discuss with Chiang Kai-shek the specific steps to take Taiwan as a base for fighting against the Chinese people. Mac Chiang decided: the United States and Chiang Chiang naval, air and land forces, under the unified command of MacArthur, to "*** with the defense" of Taiwan. When MacArthur left Taiwan on August 1 and returned to Japan, he publicly declared, "The effective link between the U.S. Army under the command of Yu and the Chinese government (i.e., the remnants of the Kuomintang reactionary group) has been completed." Chiang Kai-shek, on the other hand, claimed, "In the past two days, in the meetings we have held with Marshal Mak, we have obtained a consensus of opinion on the various questions involved. This is an indication that the U.S. Government, which has armedly seized Taiwan, in conjunction with its puppet Chiang Kai-shek's reactionary group, has openly challenged the People's Republic of China*** and the State of China. Long before June 27, 1950, the U.S. Government, through its puppet Chiang Kai-shek, had already begun all kinds of aggressive activities against Taiwan, including military aggression against Taiwan; and now, of course, it is even more rampant. The Thirteenth Air Force of the United States set up the "Taiwan Forward Command Post" in Taiwan (Taipei, August 10th, broadcast), which operated from the headquarters of the Air Force of the Kuomintang pseudo-government (Taipei, August 7th, broadcast). The U.S. Navy's Seventh Fleet set up a "Naval Liaison Department" in Taiwan (Taipei, July 24th, United Press). In order to unify the command of the naval and air forces invading Taiwan, the U.S. government sent an official military mission to Taiwan, called the "U.S. Far East Army Mission to Taiwan". On October 3, this "mission" was said to have been recalled to Japan and formally seemed to have been withdrawn, but everyone could see that this was only a trick by which the United States Government tried to deceive people. Taiwan is an inseparable part of China's territory, and the fact that the U.S. government's armed forces have encroached on Taiwan constitutes an open and direct act of armed aggression by the U.S. government against China.
The U.S. government's invasion of Taiwan would not have been justified in the slightest. However, in order to invade, it needed to find a "reason" to do so. It said, "The status of Taiwan has not yet been determined," so the armed occupation of Taiwan by the United States cannot be considered an invasion of Chinese territory by the U.S. This is not a "justification" for the invasion. Here we start with the question of the status of Taiwan and the peace treaty with Japan. Is it right to say that because the status of Taiwan has not yet been decided, the invasion of Taiwan by the armed forces of the United States does not constitute an aggression against China? No, it does not. First, it was Truman of January 5, 1950, who opposed Truman of June 27, 1950. On January 5, 1950, Truman said, "The United States and other allies recognize China's exercise of sovereignty over the island," but at that time Mr. Truman did not think that the peace treaty with Japan had been signed. Secondly, President Roosevelt opposed Truman. On December 1, 1943, President Roosevelt of the United States solemnly proclaimed the Cairo Declaration that "the territories stolen by Japan from China, such as Manchuria, Taiwan, and the Pescadores Islands, shall be restored to China", and at that time, neither President Roosevelt nor any other person thought that the Cairo Declaration was invalid before the signing of the treaty of peace with Japan and thought that Manchuria, Taiwan and the Pescadores should still be returned before that time, It was thought that Manchuria, Taiwan, and Penghu should still belong to Japan until then. Hundreds of years of historical facts and the status quo in the five years since Japan's surrender also opposed Truman because the historical facts and the status quo after Japan's surrender had long ago decided the question of the status of Taiwan, which was an inseparable part of China's territory. The status of Taiwan was decided long ago, and there is no question of Taiwan's status at all. Article 107 of the Charter of the United Nations clearly stipulates that "Nothing in the present Charter shall abrogate or prohibit acts done or authorized to be done by Governments liable to act against the enemy of any of the signatories to the present Charter in respect of the Second World War in consequence of that war", so the United Nations does not have the right to change the status of Taiwan at all, not to mention that there is no status issue at all in respect of Taiwan. issue. The delegate of the United States Government to the Fifth Session of the United Nations General Assembly introduced the so-called "Formosa Question" to the Fifth Session of the United Nations General Assembly and used its voting machine in the General Assembly to place this motion on the agenda of the General Assembly - all of which was aimed at merely attempting to steal the name of the United Nations to legitimize its illegal act of armed invasion of Taiwan and to consolidate the United States Government's de facto occupation of Taiwan. Any decision of the United Nations General Assembly on the so-called status of Taiwan, no matter whether it is made in the name of "trusteeship" or "neutralization" and entrusted to the United States as an open escrow agent, or whether it is made in the name of "investigation and examination" to procrastinate and maintain the status quo of de facto invasion by the United States, is in essence a seizure of China's lawful territory. It would be sponsoring the United States' invasion of Taiwan against the Chinese people, and it would be unreasonable and illegal. All such decisions will not be able to shake the determination of the Chinese people to liberate Taiwan and prevent them from doing so. I would like to remind all the countries that are prepared to follow the United States on this issue: you must not fall for the United States' tricks, you must not pull the wool over the eyes of the United States, because by sponsoring the United States' aggression, you will have to be responsible for the consequences of your actions. The status of Taiwan was decided long ago, and there is no question of Taiwan's status at all. There is only one problem with Taiwan, and that is the problem of the United States Government's armed invasion of Taiwan, which is our territory. Secondly, I would like to talk about the fallacy of the so-called U.S. invasion of Taiwan to maintain security in the Pacific Ocean. The U.S. government has consistently fabricated that the U.S. invasion of Taiwan was a temporary measure caused by the Korean War, and that its purpose was to "localize" the Korean War in order to maintain the security of the Pacific Ocean, and that therefore "a decision on the future status of Taiwan must await the restoration of security in the Pacific Ocean. The civil war in Korea was created by the United States; the civil war in Korea cannot in any sense be a reason or excuse for the armed invasion of Taiwan by the United States. Six days before the outbreak of the Korean Civil War, that is, on June 19, 1950, an editorial in the New York Times wrote: "It is necessary to keep some kind of base for the defense of Japan, and in modern warfare the antiquated idea of three or four isolated bases no longer makes any sense. ...... It systematically burned the flame of the war of aggression to China. This is not some localization of the Korean War, but an expansion of it. The Chinese people have always been in favour of all ideas for a peaceful settlement of the Korean issue and a real localization of the Korean War, and they also warmly hope for security in the Pacific region, but the Korean War is being enlarged and the security of the Pacific is being undermined. Who actually enlarged the Korean War? Who destroyed security in the Pacific? Was it China's armed forces that invaded American Hawaii? Or did the armed forces of the United States invade China's Taiwan? Everyone knows that there were no Chinese armed forces between Hawaii and the continental United States! The Korean War was doubled precisely because the US invaded Taiwan at the same time. The security of the Pacific Ocean was jeopardized by the invasion of Korea and Taiwan by the armed forces of the United States across the 5,000-mile ocean. It is the aggressive action of the United States of America's armed forces, which it claims to be "keeping the security of the Pacific Ocean", that is destroying the security of the Pacific Ocean. On August 28, General MacArthur, in his speech to the General Assembly of the Association of American Soldiers in Overseas Combat, blatantly confessed that the United States considered Taiwan to be the "general hub" of the United States' Pacific front and an "unsinkable aircraft carrier" and that the United States had to take control of Taiwan in order for the United States to "control Taiwan with air power" and to "maintain security in the Pacific". The United States must control Taiwan so that it can "control by air every seaport in Asia from Vladivostok to Singapore". It can be seen from this that the armed invasion of Taiwan by the United States is by no means a "temporary measure" caused by the Korean War, but a predetermined plan that was decided long before the Korean Civil War was created; and its purpose is not to "localize" the Korean War, but to double the expansion of the Korean War; Instead of "maintaining the security of the Pacific", it is trying to control every Asian seaport from Vladivostok to Singapore" and violently destroying the security of the Pacific.
The U.S. Government also falsely claimed that its armed invasion and occupation of Taiwan was to "neutralize Taiwan militarily". The United States Government is trying to deceive the people of the world, especially the people of the United States, by using this hypocritical slogan as a "justification" for its invasion of Taiwan. However, the people of the United States and the people of the world clearly understand that the liberation of Taiwan by the Chinese people is entirely a matter of China's internal affairs, and that no deceitful slogan can disguise the fact that this action of the United States Government is an armed intervention in China's internal affairs. Please think, American people, if any other country were to sail a fleet of ships between your island of Hawaii and the mainland of the United States, to cut off your land, to prevent your Government from exercising its sovereignty there, and at the same time to claim that it is for the purpose of militarily neutralizing the island of Hawaii in order to guarantee the security of the Pacific Ocean, would you tolerate such an action on the part of that country? Please think again, American people, if when President Lincoln was purging the South of the remnants of slave owners, a third party country suddenly jumped out and armedly occupied your state of Virginia, while claiming that it was to militarily neutralize the state of Virginia in order to guarantee the security of the American continent, can you think that this was not openly interfering in the internal affairs of the United States of America, and arming and occupying the territory of the United States of America? The armed occupation of Taiwan by the United States Government is an act of aggression that openly interferes in the internal affairs of China and an armed occupation of Chinese territory; it is a blatant and brazen provocation to the entire Chinese people of 47,500,000 people. The Chinese people cannot tolerate this illegal and criminal act of war of the United States Government, which is an open and direct armed aggression against China. We believe that the people of the United States will also never approve of this criminal act of challenge, because such behavior on the part of the United States Government is also detrimental to the people of the United States. Is there anyone in the peace-loving American people who would be willing to serve as cannon fodder and die for the sake of his government's intention to invade the island of Taiwan, which is 5,000 miles away from America?
The atrocity of the armed invasion of Taiwan by the United States Government without justification has enraged the just people of the world, and no amount of lying about the future status of Taiwan can quell this anger, so the United States Government has been forced to cover up this atrocity of aggression with even greater lying. On July 19th the President of the United States said in his address to Congress: "In order to leave no doubt in any quarter as to our intentions with respect to Taiwan, I am willing to state that the United States has no territorial ambitions with respect to this one island, and seeks no special status or privileges for ourselves on Taiwan." Mr. Delegates, we Chinese are a people accustomed to "listening to what is said and observing what is done". The United States Armed Forces have invaded the Chinese territory of Taiwan, but the President of the United States says that the United States has no political territorial ambitions for Taiwan, so should we believe the "words" of the United States Government? Should we believe the "words" of the United States Government or observe the "deeds" of the United States Government? What does it mean by "territorial ambitions" when it says that it has no ambitions for other people's territories after it has invaded them? Let us not fool the common sense of mankind. The highest manifestation of ambition for the territory of a certain country is the invasion of that country's territory. This act of invasion of Taiwan by the United States armed forces is eloquent proof that the United States not only has territorial ambitions for the Chinese territory of Taiwan, but is already realizing them. The real intention of the United States was, as MacArthur said, to make Taiwan the general hub of the United States Pacific front for the control of every Asian seaport from Vladivostok to Singapore.
Mr. Austin, the U.S. Representative to the United Nations, in his letter of 25 August to Mr. Ryan, the Secretary-General of the United Nations, said, "The United States has not invaded Chinese territory, nor has the United States acted aggressively with respect to China." Very well, then, where have the United States Seventh Fleet and the Thirteenth Air Force gone? Have they gone to Mars? No, the U.S. Seventh Fleet and the Thirteenth Air Force have not gone anywhere else, they are in Taiwan. In that case, is it possible that the Seventh Fleet and the Thirteenth Air Force you are talking about are not the armed forces of the United States at all? No, the Seventh Fleet and the Thirteenth Air Force are indeed the Seventh Fleet of the United States and the Thirteenth Air Force of the United States. So what is the problem there? Is there any act of aggression in the world that is more aggressive than the invasion of another country's territory? Only the fascist rule of Japan and Germany does not recognize the invasion of Manchuria in China and the annexation of Austria and Czechoslovakia as acts of aggression. Mr. Delegates, we cannot tolerate this kind of foolishness on the part of the United States Government. We are all living in the real world, in the aftermath of the victory in the anti-fascist war, and no amount of sophistry, lying and fabrication can change the hard fact that the armed forces of the United States invaded the Chinese territory of Taiwan.
Mr. Delegates, the armed invasion of our territory, Taiwan, by the United States Government was not accidental. It is the inevitable result of the United States Government's imperialist policy of prolonged aggression against our country, interference in our internal affairs and attempts to monopolize China.
In the whole history of China's foreign relations, although the American people and the Chinese people have always maintained friendly relations, the American imperialists have never been a cunning aggressor against China. The American imperialists have never been the friends of the Chinese people; they have never been the friends of the Chinese people's enemies; they have never been the enemies of the Chinese people. No matter how brazenly the American imperialists say they are the friends of the Chinese people, the historical record of clear-cut grudges cannot be changed.
Before the Second World War, because other imperialists had the upper hand in China, the United States imperialists adopted an aggressive policy towards China that was different from that of the other imperialist countries, which was called "opening up the door" and "equal sharing of benefits" but was in fact a policy of dividing the spoils with the other imperialists. The US imperialists have adopted an aggressive policy towards China which is different from other imperialist countries in the name of "opening the door" and "sharing the benefits", but in reality it is an aggressive policy of sharing the spoils with other imperialists.
