(1) business dance halls, karaoke halls, music cafes, nightclubs, billiards, electronic games and other comprehensive entertainment projects;
(2) professional and amateur cultural performances, fashion shows and cultural brokerage activities;
(3) the distribution, wholesale, retail and rental of books, newspapers and other publications;
(4) wholesale, retail, rental and projection of audio-visual products;
(5) sales or exhibitions of calligraphy, calligraphy and painting, fine arts and handicrafts;
(6) various commercial cultural and artistic trainings;
(7) other cultural business activities. Article 3 The business activities of the cultural market must adhere to the Four Cardinal Principles, the orientation of serving the people and socialism and the policy of "letting a hundred flowers blossom and a hundred schools of thought contend", putting social benefits first and paying attention to the unity of social and economic benefits. (6) other conditions required by laws and regulations. Article 11 The examination and approval procedures for bidding for cultural management projects are as follows:
(1) The sponsor must submit an application to the local city, county (city) and district cultural administration (press and publication) department with the application report approved by the superior competent department or the local township government and sub-district office, and relevant certification materials that are qualified for starting;
(2) The department of cultural administration (press and publication) shall inspect the site jointly with the relevant departments of public security, industry and commerce, health and epidemic prevention, or inspect the site separately according to their respective requirements;
(3) After passing the examination and approval, the department of cultural administration (press and publication) will issue the Cultural Business License, Temporary Business Performance License, Business Performance License, Performance Business License, Retail (Rental) Business License of Books and Newspapers in Liaoning Province and the wholesale, retail, rental and projection business license of audio-visual products, and the public security department will issue the Safety License.
(4) The applicant units and individuals can start business only after obtaining the above certificates and going through the tax registration with the tax authorities;
(5) If the operator changes the name, site, project, scale and nature of the enterprise, it must go through the registration formalities with the original examination and approval department, and go through the cancellation procedures when it closes down;
(6) Legal licenses obtained by cultural operators can only be changed, transferred, withheld and revoked by the issuing authority according to law. Any other unit or organization has no right to change, withhold or revoke it.
