The term "high-rise buildings" as mentioned in these Provisions refers to residential buildings with a building height of more than 27 meters and non-single-storey public buildings with a building height of more than 24 meters. Article 3 The fire control work of high-rise buildings shall follow the principle of putting prevention first and combining fire prevention with fire elimination, adhere to the principles of unified leadership of the government, supervision by departments according to law, overall responsibility of units and active participation of citizens, and implement scientific management and fire safety responsibility system. Article 4 District and county (city) people's governments shall be responsible for the fire control of high-rise buildings within their respective administrative areas.
The Municipal Public Security Bureau shall supervise and manage the fire control work of high-rise buildings in this Municipality. District and county (city) public security organs shall supervise and manage the fire control work of high-rise buildings within their respective administrative areas, which shall be implemented by the fire control institutions of public security organs at the same level.
According to the relevant provisions of the state and the province, the police station is responsible for the implementation of fire supervision and inspection of high-rise buildings within its fire supervision and inspection scope.
Other relevant departments of the district and county (city) people's governments and township (town) people's governments and sub-district offices shall, within the scope of their respective functions and duties, do a good job in fire control of high-rise buildings in accordance with these Provisions and other laws, regulations and rules. Chapter II Responsibilities of Fire Safety Supervision Article 5 District and county (city) people's governments shall perform the following duties in the fire control work of high-rise buildings:
(a) the implementation of fire laws, regulations and rules;
(two) to establish and improve the joint meeting system of fire control work, and to study, coordinate and solve major problems in the fire control work of high-rise buildings;
(three) the organization of high-rise building fire safety inspection;
(four) according to the characteristics of high-rise building fire emergency plan, establish emergency response and disposal mechanism;
(five) supervision and inspection of the relevant departments of the people's government at the same level and the township (town) people's government, street offices to perform the duties of high-rise building fire safety;
(six) to promote the use of advanced fire fighting and emergency rescue technology and equipment;
(seven) other fire duties as prescribed by laws, regulations and rules. Article 6 Township (town) people's governments and sub-district offices shall perform the following duties in the fire control work of high-rise buildings:
(a) establish and improve the fire control system, determine the fire safety management personnel, implement fire safety measures, and implement grid management of fire safety in high-rise buildings;
(two) the organization of high-rise building fire safety special management and fire safety inspection, and urge the elimination of fire hazards;
(three) to guide the village (neighborhood) committees to formulate fire safety conventions and carry out mass fire control work such as fire safety inspection;
(four) supervise and guide the establishment of fire safety management organizations without management units or entrust property service enterprises to implement fire safety responsibilities;
(five) other fire duties as prescribed by laws, regulations and rules. Seventh fire control institutions of public security organs shall perform the following duties in the fire control work of high-rise buildings:
(a) the implementation of fire laws, regulations, rules and fire technical standards;
(two) according to the implementation of high-rise building fire design audit, fire acceptance and filing, spot checks, as well as high-rise buildings put into use and public gathering places before business;
(three) to carry out fire supervision and inspection, urge the relevant units to implement the fire safety responsibility system, take fire safety precautions, strengthen daily supervision, and timely rectify fire hazards;
(four) responsible for the formulation and implementation of high-rise building fire fighting plan, organize and guide the relevant units to carry out the formulation and exercise of high-rise building fire prevention and emergency evacuation plan;
(five) the establishment of high-rise building fire emergency response and disposal mechanism, to carry out fire fighting technology and tactics research, organize public security fire brigade to carry out professional skills training, undertake high-rise building fire fighting and emergency rescue work;
(six) to supervise and guide the work of full-time fire brigade and volunteer fire brigade, and to carry out fire fighting business training and fire fighting drills;
(seven) regular free training of high-rise building full-time and part-time fire safety management personnel;
(eight) other fire duties as prescribed by laws, regulations and rules. Eighth urban and rural construction administrative departments should strengthen the supervision and management of high-rise building quality and construction safety, and urge the design, construction and supervision units to implement the fire safety responsibility of construction projects; In accordance with the relevant provisions of the project quality supervision and management, the quality of external thermal insulation and external wall decoration materials shall be inspected. Ninth real estate administrative departments should take fire safety and preventive service quality as the content of supervision and management of property service enterprises; Should supervise and guide the special housing maintenance funds for the maintenance, renovation and transformation of public fire control facilities. Article 10 Urban water supply units shall ensure the fire water for high-rise buildings, and regularly maintain municipal fire hydrants, fire pools and other fire water supply facilities.
