The municipal (county) and District People's governments shall establish and implement the responsibility system for road traffic safety and the emergency traffic guarantee mechanism within their respective jurisdictions, establish and improve the coordination mechanism for traffic safety work, incorporate road traffic safety work into the comprehensive assessment of production safety and social security, and regularly organize the assessment of traffic safety conditions.
Town People's Government and sub-district offices shall urge the units under their jurisdiction to implement the responsibility system for road traffic safety and strengthen the construction of community (village) traffic safety institutions. Article 6 State organs, enterprises, institutions, social organizations and other organizations and individuals shall consciously safeguard road traffic safety and perform corresponding traffic safety management responsibilities and obligations according to law. Article 7 When examining and approving large-scale buildings and other major construction projects along urban roads, the planning department shall, jointly with the traffic management department of the public security organ, conduct traffic impact assessment. If the evaluation does not conform to the urban road traffic safety management plan, it shall be adjusted; Those that cannot be adjusted shall not be approved.
Planning and other departments in the examination and approval of large buildings along urban roads for the purpose of commerce, exhibition, entertainment, catering, education and training, that may have a significant impact on road traffic safety, you can ask the construction or management unit to conduct traffic impact assessment. Article 8 The traffic administrative department of the public security organ shall issue road traffic safety management announcements through the Internet, news media and other channels, and provide road traffic safety consultation and information that should be disclosed according to law; Regularly announce the speed limit, limit, intersection, road section and other information controlled by monitoring equipment to the public; Adjust traffic signs and markings in time. Ninth road management units should ensure the road is in good condition, and according to the road grade, traffic flow, safety and traffic management needs, in accordance with national standards, set up and improve the corresponding traffic safety facilities on the road.
When building, rebuilding or expanding roads, corresponding traffic safety facilities shall be planned, designed and constructed according to national standards, and acceptance shall be conducted in accordance with relevant regulations; Without acceptance or unqualified acceptance, it shall not be delivered for use. Tenth trees or other plants planted on both sides of roads and isolation belts, billboards, pipelines, lighting facilities, crossing facilities, non-traffic signs, etc. Placed on the road, it shall keep a necessary distance from traffic safety facilities, and shall not block street lamps, traffic lights, traffic signs and markings, and shall not hinder the safe sight distance or traffic.
When there is a situation that affects the normal use of traffic safety facilities or road traffic safety, its property unit shall promptly remove obstacles; Where there are other agreements between the property right unit and the user or management unit on excluding the liability for obstruction, such agreements shall prevail. Eleventh professional passenger and freight transport enterprises, car rental enterprises, dangerous chemicals transport enterprises should establish specialized agencies, equipped with full-time personnel responsible for internal traffic safety management.
Other enterprises, organs, institutions, social organizations and other organizations should be equipped with more than 300 internal traffic safety management professionals; If there are less than 300 people, the relevant personnel shall be held responsible.
The internal traffic safety management of the unit shall accept the guidance, supervision and inspection of the traffic management department of the public security organ. Twelfth schools should incorporate road traffic safety education into legal education. Primary and secondary schools should be equipped with specialized personnel to educate students on traffic safety knowledge, organize road traffic safety publicity activities, and incorporate students' compliance with road traffic safety laws and regulations into the conduct assessment.
When students go to and from school, primary and secondary schools and kindergartens shall send personnel to cooperate with the traffic management department of the public security organ to maintain the road traffic order around the school.
