2.3 Special equipment safety management organization

2.3. 1 responsibilities

Special equipment safety management organization refers to the internal organization that undertakes the responsibility of special equipment safety management in the user unit. Units using high-energy-consuming special equipment may entrust energy-saving management responsibilities to special equipment safety management institutions.

The responsibility of the safety management organization of special equipment is to implement the relevant laws, regulations, safety technical specifications and related standards of special equipment, and to be responsible for implementing the main obligations of the users; Institutions responsible for energy-saving management of special equipment with high energy consumption shall also be responsible for carrying out daily energy-saving inspections and implementing the energy-saving responsibility system.

2.3.2 institutional setup

Units using special equipment that meet one of the following conditions shall set up special equipment safety management institutions according to the category, variety, use and quantity of special equipment of the unit, and implement the safety responsible persons one by one.

(1) Use utility boilers or complete petrochemical and chemical plants;

(2) Use elevators that provide operational services for the public (Note 2-2), or use more than 30 elevators (including 30 elevators) in public gathering places (Note 2-3);

(3) Using more than 10 amusement facilities, or providing off-highway tourist vehicles 10 (including 10) with operational services for the public;

(four) the use of passenger aerial ropeway or passenger cable car;

(5) The total usage of special equipment (excluding gas cylinders) is more than 50 sets (including 50 sets).

Note 2-2 Users of special equipment who provide operation services to the public refer to users of special equipment as business tools.

Note 2-3 Public gathering places refer to schools, kindergartens, medical institutions, stations, airports, passenger terminals, shopping malls, restaurants, stadiums, parks, hotels, theaters, libraries, children's activity centers, public baths, pension institutions, etc.

2.4 Management and operation personnel

2.4. 1 principal

The main person in charge refers to the actual top manager of the user unit and is responsible for the safety and energy saving of the equipment used by the unit.

2.4.2 Safety management personnel

2.4.2. 1 safety management supervisor

The user of special equipment shall be equipped with the person in charge of safety management. The person in charge of special equipment safety management refers to the person in charge of special equipment safety management among the top managers of the user unit. In accordance with the requirements of these Rules, the person in charge of safety management of the user unit that set up the safety management organization shall obtain the corresponding qualification certificate of special equipment safety management personnel.

The main responsibilities of safety management personnel are as follows:

(1) Assist the principal in fulfilling the leadership responsibility for the safety of special equipment of the unit, and ensure the safe use of special equipment of the unit;

(2) To publicize and implement the Law of the People's Republic of China on Safety of Special Equipment and other relevant laws, regulations, rules and safety technical specifications;

(three) to organize the formulation of the special equipment safety management system of the unit, and to implement the establishment of special equipment safety institutions and the allocation of safety administrators;

(4) Organize the formulation of special emergency plans for special equipment accidents, and organize regular drills;

(5) Check the implementation of safety management of special equipment in this unit;

(6) Organize hidden dangers investigation and put forward handling opinions;

(seven) when the safety administrator reports that there are hidden dangers of accidents in special equipment and should stop using it, he shall immediately make a decision to stop using the special equipment and report it to the main person in charge of the unit in time.

2.4.2.2 security administrator

Responsibilities of security administrator

Special equipment safety administrator refers to the person who is specifically responsible for the safety management of special equipment use.

The main responsibilities of the security administrator are as follows:

(1) Organize the establishment of special equipment safety technical files;

(2) Registration of the use of special equipment;

(3) to organize the formulation of special equipment operation procedures;

(4) Organize safety education and skills training for special equipment;

(5) Organize regular self-inspection of special equipment;

(6) Prepare a regular inspection plan for special equipment, and supervise the implementation of regular inspection and hidden danger management;

(seven) in accordance with the provisions of the report of special equipment accidents, to participate in the rescue of special equipment accidents, to assist in accident investigation and aftermath;

(8) The hidden dangers of special equipment accidents shall be dealt with immediately. In case of emergency, you can decide to stop using special equipment and report to the person in charge of safety management of the unit in time;

(9) Correct and stop the illegal behavior of special equipment operators.

2.4.2.2.2 Security administrator is equipped with

The user of special equipment shall be equipped with an appropriate number of safety management personnel according to the quantity and characteristics of special equipment of the unit. Units that set up safety management institutions in accordance with these rules and units that use special equipment that meet one of the following conditions shall be equipped with full-time safety administrators and obtain corresponding qualification certificates for safety management personnel of special equipment:

(1) Use boilers with rated working pressure greater than or equal to 2.5Mqa;

(2) Use more than 5 (including 5) Class III fixed pressure vessels;

(3) Engaged in filling mobile pressure vessels or gas cylinders:

(4) Use industrial pipelines with a distance of more than10km (including10km);

(five) the use of mobile pressure vessels, passenger ropeways, large recreational facilities;

(6) Use more than 20 sets (including 20 sets) of various special equipment (excluding gas cylinders).

Users other than those specified in the preceding paragraph may be equipped with part-time safety administrators, or they may entrust personnel with the qualifications of special equipment safety administrators to be responsible for the use management, but the main body responsible for the safe use of special equipment is still the user.

2.4.3 Energy conservation management personnel

Units using special equipment with high energy consumption shall be equipped with energy-saving management personnel, who shall be responsible for publicizing and implementing laws and regulations on energy-saving of special equipment.

The energy-saving management personnel of the boiler user unit shall organize the formulation of the boiler energy-saving system of the unit and check the implementation of the boiler energy-saving management; Establish boiler energy-saving technical archives and organize boiler energy-saving education and training; Prepare boiler energy efficiency test plan, and regularly supervise the implementation of boiler energy efficiency test.

Operator's responsibilities

Operators of special equipment shall obtain corresponding qualification certificates of special equipment operators, and their main responsibilities are as follows:

(1) Strictly implement the safety management system related to special equipment and operate according to the operating procedures;

(2) Fill in the records of operation and succession as required;

(3) Participate in safety education and technical training;

(4) Regular maintenance, timely handling of abnormal situations found, and making records;

(5) If hidden dangers of accidents or other unsafe factors are found in the operation, emergency measures shall be taken immediately and reported to the safety management personnel of special equipment and the relevant person in charge of the unit according to the prescribed procedures;

(6) Participate in emergency drills and master corresponding emergency handling skills.

Boiler operators shall strictly implement the boiler energy-saving management system and participate in boiler energy-saving education and skills training.

2.4.4.2 operation personnel allocation

Units using special equipment shall, according to the quantity and characteristics of their own special equipment, be equipped with corresponding certified special equipment operators. When using special equipment, they shall ensure that at least one certified operator is on duty in each shift. Where the relevant safety technical specifications have special provisions for special equipment operators, such provisions shall prevail.

Sickbed elevators, passenger elevators with rated speed greater than 2.5m/s that are directly used for sightseeing, and elevators that need to be operated by drivers shall be operated by personnel with corresponding certificates of special equipment operators.

2.5 Special Equipment Safety and Energy Saving Technical Archives

Users should establish safety and energy-saving technical files for special equipment one by one.
