In order to effectively solve the problems of elderly care and assistance for persons with disabilities in our city, to build a socialized service system for elderly care and assistance for persons with disabilities that integrates urban and rural areas in Beijing, to improve the city's "the principle of government-led, sectoral collaboration, social participation, individual voluntariness, the formulation of this approach (referred to as the "nine-raising policy").
Article 1 The establishment of 10,000 "filial piety star" selection and recognition system. The government advocates and encourages children to assume the responsibility and obligation to support their parents, filial piety and attention to the spiritual and material needs of the elderly. On the basis of urban and rural communities (villages), it widely carries out activities to respect, honor, love, help and filial piety for the elderly, in order to promote the construction of "harmonious families" and "harmonious society". Starting in 2010, every year during the Chongyang Festival, in urban and rural communities (villages) to recommend the selection of "filial piety star" activities, the city named 10,000 "filial piety star", and to give material rewards.
Second, the establishment of home care (disabled) voucher service system and the centenarian subsidized medical system. Elderly (disabled) vouchers are issued to eligible elderly people (disabled) to provide elderly people (disabled) with a variety of elderly (disabled) services in the form of government-purchased services, in order to meet the needs of elderly people and disabled people for basic living services in the areas of life care, home services, rehabilitation and nursing care, and so on. Elderly persons (persons with disabilities) can purchase various elderly care (assistance for the disabled) services in the community and society through the elderly care (assistance for the disabled) vouchers. The specific standard is the issuance of 100 yuan of old-age (disability-assistance) vouchers per person per month for persons with severe disabilities between the ages of 60 and 79 (persons with severe disabilities between the ages of 16 and 59 who are unemployed are issued 100 yuan of old-age (disability-assistance) vouchers per person per month in accordance with the present measures), and the issuance of 100 yuan of old-age (disability-assistance) vouchers per person per month for elderly persons aged 80 years and over. For the elderly aged 100 and above, the proportionate portion of medical expenses incurred in outpatient clinics and hospitalization at designated medical institutions in the city that meet the relevant medical reimbursement regulations of the city shall be subsidized for the individual.
Article 3 Establishment of urban and rural communities (village) old-age (disability) tables. The use of urban and rural communities, public welfare housing, unit facilities, residents of vacant houses and other social resources to establish the old age (help the disabled) dining table. Adopting the government's moderate rent subsidies, project subsidies and other ways to guide the participation of social forces, by the competent authorities at all levels of home care (help the disabled) services, select qualified and have a certain scale of brand-name catering enterprises to provide community catering services. In three years or so, the city has the conditions in urban and rural communities (villages) to set up the old-age (help the disabled) dining table, for the elderly (persons with disabilities) to provide safe meal preparation, dining services, and for the mobility of the elderly (persons with disabilities) to provide home delivery of food services.
Article 4 establishes urban and rural communities (villages) to care for the elderly (disabled). Make full use of the existing community service centers, community "Starlight Home for the Elderly", community "warm homes for the disabled", vocational rehabilitation centers and other service places for the elderly (disabled) to establish community care (disabled). Insufficient space can be utilized in vacant houses and family spaces of community residents. The maintenance and operation of community care centres for the elderly (disabled) is resolved through a combination of modest government subsidies and individuals bearing part of the costs. Strive to take about three years to care for the elderly (disabled) basic coverage of the city's urban and rural communities (villages).
Article 5 Recruitment of home services for the elderly (disabled). In the city's streets (townships, district offices) and urban and rural communities (villages), according to the actual demand for home services for the elderly (disabled) recruitment. They coordinate and supervise the provision of home care (assistance for the disabled) for the elderly and the disabled by carrying out home care (assistance for the disabled) services for the elderly and the severely disabled, making visits, understanding their needs, providing feedback, and organizing and supervising the provision of elderly care services by social organizations. Home services for the elderly (disabled) priority from the "4050" people and obtain social worker qualifications and meet the city's employment special hardship identification criteria for the recruitment of public welfare positions.
Article VI is equipped with elderly (disabled) barrier-free service vehicles. By the municipal government for each street (township, district office) with a barrier-free function, with the city's unified logo of the elderly (disabled) barrier-free service car, used to organize the elderly, disabled people to participate in social activities.
Article 7 carries out the elderly (disabled) mental care services. Give full play to the role of various types of psychological counseling professional organizations. Relying on the "96156" community service hotline, for the elderly (disabled) to provide telephone counseling, door-to-door service. Mobilizing and organizing urban and rural communities (village) volunteers and other social forces, through a variety of ways for the elderly (disabled) to carry out mental care services at home.
Article 8: Implementing home barrier-free facilities renovation. In accordance with the principle of voluntariness, barrier-free facility modifications are carried out for the homes of elderly persons with disabilities in need, so that elderly persons with disabilities living at home can be provided with convenience in such areas as bathing, toileting, cooking, and indoor activities.
Article 9: Equipping the elderly (persons with disabilities) with "small helper" electronic servers. E-services such as living, medical care, transportation, shopping and socializing are provided to elderly people over 65 years of age and persons with severe disabilities between 16 and 64 years of age who have the need and ability to use them. For the elderly (disabled) in need of planned provision of portable "small helper" electronic server, the individual voluntarily apply for the purchase, the government to give moderate subsidies at the front-end price.
The government of each district and county is responsible for the organization and implementation of this approach, the funds required by the welfare lottery public welfare funds, employment security funds for persons with disabilities, unemployment insurance premiums, the shortfall will be made up by the financial. Social forces are encouraged to take an active part in the cause of home care for the elderly (assisting the disabled).
