Chapter I. General Principles

Chapter II Conditions of Declaration

Article 4: Selection of the scope of the provincial structure of high-quality engineering and engineering scale:

Article 5 Declaring the provincial structural quality engineering, should have the following conditions at the same time:

I. Survey and design in line with the current national mandatory standards for engineering and construction and the relevant requirements of urban planning;

II. Strictly implement the procedures for capital construction, according to the relevant laws, regulations and mandatory standards for engineering and construction of the organization of the construction; the implementation of the provisions of the project supervision, quality supervision and safety Supervision;

three, construction drawing design documents in accordance with the provisions of the design review;

four, there is the creation of the provincial structure of high-quality engineering quality objectives, plans and guarantee measures, has been included in the city (state) structure of high-quality engineering selection, with a distinctive quality features and high quality level;

five, in the process of structural construction has not occurred in the major quality accidents and safety accidents.

Article 6 The following projects are not included in the scope of selection:

I. Projects contracted by general contractors of construction enterprises from foreign countries and Hong Kong, Macao, and Taiwan regions and managed by construction enterprises;

II. Projects where the main structure of the project has been concealed or kept secret;

III. Projects where more than Grade IV (inclusive) quality and safety accidents have occurred during the structural construction;

IV. Projects where major quality and safety hidden dangers have occurred;

V. Projects where no major quality and safety accidents have occurred during the structural construction. Major quality and safety hazards of the project;

V. In addition to force majeure caused by the delay in the construction period, a stoppage of three months or a cumulative stoppage of more than half a year of the project.

Chapter III Declaration Requirements

Article 7 Declaration of the provincial structure of high-quality engineering shall be carried out in accordance with the following procedures:

After the completion and acceptance of the structural engineering, the contractual agreement to be responsible for the management of the construction organization of the project's general contracting unit or the main contractor to fill out the "Hubei Provincial Construction Structure of High-quality Engineering Declaration Form" (attached sheet), by the municipal (state) administrative departments responsible for the organization of the construction of engineering verification, evaluation, and selecting the best to the provincial quality engineering The construction administrative department of the city (state) organizes the verification and evaluation of the project, and recommends the project to the provincial quality engineering evaluation office on the basis of its merits. Recommended project "declaration form" by the city (state) administrative departments of construction signed with other declaration materials and sent to the evaluation office, the provincial evaluation office received "declaration form" and related information, within three days to send a verification team to the site verification.

Article 8 The city (state) which has carried out the selection of municipal (state) level quality engineering of building structure, the declared project must be included in the selection of municipal (state) level quality engineering of building structure, the selection of municipal (state) level quality engineering of building structure must be completed before the provincial evaluation meeting of the quality engineering of building structure, and the obtaining of municipal (state) level quality engineering of building structure is a necessary condition for the participation in the selection of the provincial quality engineering of building structure.
