(1) Be responsible for the gas business license, carry out the annual examination of the license, regularly announce the issuance of gas business license, gas supply license and gas burning appliance installation and maintenance license to the public, and establish and improve the license file management system;

(2) responsible for reviewing gas engineering construction projects;

(3) Organize regular safety inspections and special inspections of gas operators, and supervise the production entities to implement safety responsibilities;

(4) to formulate emergency plans for gas safety accidents in conjunction with public security fire control, safety supervision, health and other departments and report them to the people's government at the same level for approval before implementation;

(5) establish a statistical analysis system for gas safety accidents and report the accident handling results;

(6) Establish a credit assessment mechanism for the gas industry, and be responsible for the management of credit records of operators;

(7) Other duties as stipulated by laws and regulations. Chapter II Planning, Construction and Supply Guarantee Article 8 The municipal gas management department shall, jointly with the departments of planning, land and resources, prepare a special gas plan.

Thirteenth city, county (city, district) gas management department shall organize the preparation of gas supply emergency dispatch plan, clear gas emergency gas source and type, emergency supply mode, emergency dispatch procedures and other content.

gas operators shall establish and improve their own emergency plans for gas supply according to the requirements of emergency plans for gas supply; If gas cannot be produced or supplied normally due to force majeure or sudden accidents, corresponding measures shall be taken in accordance with the emergency plan for gas supply, and the gas management department shall be reported in time. Chapter III Operation and Service Article 14 Whoever engages in gas business activities shall obtain a gas business license issued by the municipal gas management department according to law, and engage in gas business activities according to the scope, duration and scale of the license.

to apply for a fuel gas business license, the following conditions shall be met:

(1) compliance with the special fuel gas planning;

(2) having a stable gas source that meets the national standards;

(3) It has a fixed place and facilities that are suitable for its business scale and meet the safety conditions;

(4) having a sound safety management and emergency system for emergency repair;

(5) a facility safety evaluation report issued by a qualified safety evaluation institution;

(6) having management personnel, safety management personnel, professional maintenance personnel, emergency repair teams and equipment with relevant professional qualifications suitable for the business scale;

(7) Other conditions stipulated by laws and regulations.
