Rule number one In order to further strengthen the supervision of ship-polluted waters, solve the problems existing in the management of ship-borne pollutants receiving, transshipment and disposal, integrate the supervision resources of relevant departments, and establish a unified, coordinated and collaborative long-term mechanism for joint supervision of ship-borne pollutants receiving, transshipment and disposal. This system is formulated according to the Water Pollution Prevention Law, the Water Pollution Prevention Action Plan, the Provisions on the Assessment of the Implementation of the Water Pollution Prevention Action Plan (for Trial Implementation), the Provisions on the Assessment of the Implementation of the Water Pollution Prevention Work Plan in Gansu Province (for Trial Implementation) and the Lanzhou Port Terminal Receiving, Transportation and Disposal Facilities Construction Plan, combined with the actual situation of the ship receiving, transporting and disposing of pollutants in our city.

Article 2 This system is applicable to the joint supervision of the reception, transshipment and disposal of ship pollutants in the whole city.

Article 3 The ship pollutants mentioned in this system mainly include: ship domestic garbage, ship oily sewage, ship domestic sewage, ship kitchen garbage, etc.

Article 4 The Municipal Communications Commission is the lead, organization and coordination unit for joint supervision of the receipt, transshipment and disposal of pollutants from ships, and other joint supervision departments are specifically responsible for their own supervision responsibilities.

Chapter II Supervisory Duties

Article 5 The responsibilities of joint supervision over the receipt, transshipment and disposal of pollutants from ships are as follows:

(1) The Municipal Environmental Protection Bureau is responsible for dispatching and early warning of the whole process supervision of the ship's receipt, transfer and disposal of pollutants, and implementing unified supervision of the ship's transfer and disposal of hazardous wastes.

(two) the Municipal Public Security Bureau is responsible for investigating and handling cases of pollutant transfer from ships that cause serious consequences and constitute a crime.

(3) The Municipal Transportation Commission is responsible for organizing various regulatory departments to carry out joint special inspections on the receipt, transshipment and disposal of ship pollutants; Responsible for supervising the centralized collection and joint disposal of pollutants from ships; Responsible for supervising the construction of ship pollution prevention facilities; Responsible for the emergency treatment of ship pollution accidents; Responsible for the daily supervision of ship pollution prevention and control.

(4) The Municipal Urban Management Committee is responsible for supervising the timely transfer and proper disposal of ship domestic garbage and kitchen garbage after landing.

(five) the Municipal Construction Bureau is responsible for supervising the timely and proper treatment of domestic sewage after the ship docked.

(6) The US Food and Drug Administration is responsible for supervising the licensed operation of catering vessels.

Chapter III Joint List of Supervision

Article 6 In addition to the disposal of hazardous wastes by ships, all supervision departments shall establish a joint supervision mechanism for the whole process of receiving, transporting and disposing of pollutants from ships.

Article 7? The transportation department is responsible for uniformly printing five copies of the receipt, transfer and disposal of pollutants from ships, namely, the retention copy of the pollutant generating unit from ships, the retention copy of the transportation department, the retention copy of the urban management (construction) department, the retention copy of the environmental protection department and the stub copy.

Article 8 The person in charge of a ship shall apply to the local transportation department for the Joint List of Receiving, Transshipment and Disposal of Pollutants from Ships (hereinafter referred to as the Joint List). Every time a ship pollutant generating unit transfers a vehicle (time) of ship pollutants, it shall truthfully fill in the joint form; Each vehicle (time) has a variety of pollutants from ships, and a joint list should be filled out for each pollutant. The pollutant generating unit of the ship shall submit the "Joint List" in quadruplicate to the pollutant receiving and transferring unit except the stub.

Article 9 After receiving the pollutants, the ship pollutant receiving and transferring unit shall sign and seal the "receiving and transferring unit" column of the joint list, and forward the joint list together with the pollutants to the pollutant handling unit, which shall sign and seal the "handling unit" column of the joint list after handling the pollutants.

Article 10 After the disposal unit signs and seals the manifest, the transshipment unit is responsible for feeding it back to the pollutant generating unit of the ship, and the generating unit will classify the manifest according to the department's retention, and submit it together with the pollutant disposal report form of the ship to all regulatory departments for the record at the end of the quarter.

Article 11 The pollutant generating units of ships shall truthfully fill in the contents of the joint list and be responsible for the authenticity of the contents.

Twelfth ship pollutant discharge units found that the name, quantity and form of pollutants are inconsistent with the contents of the joint list, it shall promptly report to the transportation department and the environmental protection department.

Thirteenth supervision departments should check the operation of joint bills at any time, and the inspected units should accept the inspection.

Article 14 The expenses for receiving, transporting and disposing of pollutants from ships shall be borne by the pollutant generating units from ships.
