If a group card-issuing enterprise or a brand card-issuing enterprise is negligent in management, and the card-selling enterprise to which it belongs has been subjected to administrative penalties for violating the provisions of these Measures for three times within a 12-month period, the filing authority may impose a fine of not more than RMB 30,000 yuan on the group card-issuing enterprise or the brand card-issuing enterprise.
