Development Plan:
Development Goals
Beijing's "Twelfth Five-Year Plan" identified a spatial pattern of industrial development of "two cities, two belts, six high and four new", with the southern high-tech manufacturing industry and strategic new industry cluster area occupying one of the "one belt" areas. The southern high-tech manufacturing and strategic emerging industries agglomeration area occupies one of the "one belt and one high", which is one of the two industrial belts in the north and south of the city, and the municipal party committee and the municipal government have high expectations for the future development of the development zone, and require the development zone to become the main force of the "Beijing Creation" brand. Based on Beijing's 12th Five-Year Plan, the Development Zone has set the overall positioning of "strategic industrial development zone, regional development pivot, innovation-driven frontier, and low-carbon green home", and put forward the development goals of "integration, high-endization, and internationalization". The overall positioning of the development zone is "strategic industrial development pivot, innovation-driven frontier and low-carbon green home". Integration, that is, to increase the overall development efforts, adhere to the integrated planning, construction and management, the formation of a new pattern of integration of economic and social development of urban and rural areas, the realization of administrative areas and functional areas, new cities and new cities, economic and social and population, resources and the environment, the integrated and coordinated development. High-end, that is, to accelerate the transformation of the mode of economic development, vigorously develop high-end, high-efficiency, high-radiation industries, enhance the ability of independent innovation, build a number of "Beijing Creation" brand, improve the level of resource and energy utilization, realize the industrial intensive, clustering, recycling development, and comprehensively enhance the competitiveness of industries, and build the southern high-tech manufacturing industry and strategic emerging industries agglomeration area at a high level. Strategic Emerging Industries Gathering Area in the south. Internationalization means keeping pace with Beijing's progress towards a world city with Chinese characteristics, expanding opening up to the outside world, strengthening international cooperation, gathering international high-quality elements, improving international service capacity, and striving to build a development zone with international level and international influence.
Planning conception:
According to the general idea, the development zone puts forward the planning conception of "three cities, three belts, one axis, multiple points and networking", and builds a new urban system of "new city - new town - rural community". The new city system of "New City - New Town - Rural Community". The "three cities" refer to Yizhuang New City, Daxing New City and the new aviation city under planning. The positioning of the three new cities is clear, Yizhuang New City is the main platform for the development of high-end manufacturing industry in the south, and an important part of the capital's productive service industry; Daxing New City is the administrative and cultural center of the region, the center of regional consumer services, and part of the southern development zone of the important industrial agglomeration; the new aviation city is located in the gateway hub of the world's cities to drive the high-end air cargo industry agglomeration, promote the construction of infrastructure in the south, and enhance the city's international level of industrialization and radiation-driven capacity. The new airport city is located in the gateway hub of the world city, driving the high-end air cargo industry to gather, promoting the infrastructure construction in the south, improving the international level of industrialization and radiation driving ability of the city, and accelerating the pace of urban-rural integration and regional integrated development. The "three belts" include Beijing-Tianjin-Tanggu Expressway Development Belt, Beijing-Kaifeng Expressway Development Belt and South Sixth Ring Road Development Belt.
"An axis" refers to the extension of the central axis, centering on the positioning of "ecological green axis and cultural central axis", the implementation of the protective development of the south central axis, to create a functional axis characterized by ecological nourishment and history and culture. Planning and development of cultural and creative industries and airside economy, the construction of the central part of the capital ecological conservation and cultural and creative development area. "Multi-point" refers to the four key towns of Panggezhuang, Weishanzhuang, Anding and Caiyu. Panggezhuang Town focuses on the development of tourism, conference, leisure and special sports industries; Weishanzhuang Town concentrates on the development of cultural creativity and military-civilian integration industries; Anding Town focuses on the development of eco-tourism and urban industries; and Caiyu Town mainly develops new energy automobile industries. Through the infrastructure, industrial facilities and other reasonable layout, to realize the regional city, belt, axis, point "network" organic connection and close coordination.
In order to meet the needs of near-term development and long-term control, and to ensure the unity, continuity and completeness of the functional division of the area, according to the development zone over the past 25 years of different stages of development, the development zone will be divided into four functional areas: the core area, the east of the road, the west of the river, and the south of the road.
