2. According to a thorough investigation, there are currently 1336 catering enterprises in our city. Among them, the daily production of kitchen waste in urban catering service units is about 31 tons. At present, 9 catering service units in urban catering enterprises are purchased by qualified chemical enterprises and signed purchase contracts, accounting for 1.62%, 365 catering service units are purchased by pig farmers and signed contracts, accounting for 65.88%, and 181 catering service units are purchased by pig farmers but not signed contracts, accounting for 32.5%.
II. Rectification situation
1. Before the "Measures for the Management of Kitchen Wastes" in our city was promulgated, we actively organized personnel to conduct dragnet inspection in groups, urged catering service units in the city to improve the management system for the disposal of kitchen wastes, urged catering service units to establish purchase contracts and account books for kitchen wastes, and requested relevant qualifications to standardize the management of kitchen wastes.
2. standardize the kitchen waste disposal behavior of catering service units before they apply for a new certificate. It is required to sign a kitchen waste collection contract with qualified and qualified chemical enterprises before handling the catering service license. When signing a collection contract with pig farmers, the identity must be clear, and the kitchen waste must not be used for other non-breeding purposes.
3. Suggestions
1. According to the Food Safety Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes and other relevant laws and regulations, the government coordinates relevant functional departments (Urban Management Bureau, Environmental Protection Bureau, Quality Supervision Bureau, National Development and Reform Commission, Food and Drug Administration, etc.) to formulate the Measures for the Management of Kitchen Wastes in line with the actual situation of our city, and clarify the kitchen wastes. The treatment of kitchen waste should be standardized and regulated.
2. according to the daily production of kitchen waste in catering service units in our city, the construction of specialized collection, transportation and disposal units for kitchen waste should be completed as soon as possible. (According to the investigation, understanding, consultation and access to relevant information of our bureau, it is estimated that the newly-built professional kitchen waste collection and transportation unit needs to invest about 3 million yuan, and the newly-built professional kitchen waste treatment unit needs to invest about 5 million yuan).
3. According to the current situation that there is no professional kitchen waste collection, transportation and treatment unit in our city before next year, or it is not planned to build a new professional kitchen waste collection, transportation and treatment unit. Consider introducing 1-2 qualified collection enterprises (business license for purchasing kitchen waste, certificate for processing kitchen waste, relevant certification materials of environmental protection department, etc.) to collect at fixed points and regularly. (At present, some kitchen wastes in our city are collected by Chengdu Meilan Grease Co., Ltd. Address: Mengyang, Pengzhou, Chengdu. The company has "business license for collecting waste animal and vegetable oils, registration certificate for collection, transportation and disposal of kitchen waste in Chengdu, business license of enterprise as a legal person and other relevant documents. The company's main business scope: the collection of waste cooking oil, swill oil and hot pot oil; Collection, transportation and disposal of kitchen waste. )
4. Strengthen the coordination among departments, and the public security bureau, urban management bureau, quality supervision bureau, food safety committee and food and drug administration will strengthen the supervision and inspection of kitchen waste collection, transportation and processing. Severely crack down on the illegal behavior of kitchen waste returning to the table.
