In order to speed up the construction of the Garden City in our district and promote the better and faster development of Chongqing (Qijiang) Food Industrial Park (hereinafter referred to as the Food Park), the Cultural and Historical Committee of the CPPCC proposal, with the support and cooperation of the Food Park Management Committee, made a serious investigation on the future development of the Park. The investigation is reported as follows:
1. General situation of food park development
Chongqing (Qijiang) Food Industrial Park was established in September, 21xx, and it is the only professional food industrial park in Chongqing at present. The planned control area of the park is 21 square kilometers, and the first phase is 5 square kilometers. The goal of the park is to build a food industrial park that is "the first in the west and the first in the country". The leading and characteristic industries are seasoning food, leisure food, health food and functional food. At present, the park has invested 511 million yuan, with an average investment of about 211,111 yuan per mu. 2,618 mu of land has been requisitioned, including 793 mu of land for enterprises, 265 mu of land for public welfare facilities such as roads, 581 mu of land reserved by rivers and commercial areas, 831 mu of land on high slopes and 111 mu of green flowers on expressways. The first phase of resettlement housing was successfully delivered, and the second phase was 1. The main body of 51,111 square meters was completed. Complete 1. 5 square kilometers of infrastructure construction, 5 kilometers of the first phase of the main road, integrated pipe network and sidewalk paving greening project, the first phase of the water plant with a daily supply of 31,111 tons (with a daily supply capacity of 6,111 tons) has been completed and put into use, and the integrated pipe network of electricity, natural gas and communication has been laid, with a daily gas supply capacity of 51,111 cubic meters; The sewage treatment plant with a daily sewage treatment capacity of 31,111 tons has completed the main project; 111 kV substation started construction. The park now has the conditions for enterprises to settle in, and 32 enterprises have signed contracts to settle in. Among them, there are 1 top 511 food companies in China ("Sincere" melon seeds), 4 "Time-honored Chinese" companies ("Old Sichuan" beef jerky, "Qiaotou" hot pot, "Guanshengyuan" and "Xiaodongtian"), and more than 11 famous brand enterprises in Chongqing. The total investment is about 4.5 billion yuan, the output value is 9 billion yuan, the profit tax is 1 billion yuan, and more than 5,111 people are employed. Among the local enterprises, brand foods such as "Rice Suffering", "Jin Lifang", "Jiuminlang", "Zheng Fatty", "Gujianshan" and "Everyone knows" have a certain popularity in a certain range. Industrial tourism started, and Deyixin Food Co., Ltd. was successfully approved as a national 3A-level tourist scenic spot. Some enterprises in the park have also established cooperative relations with universities and scientific research institutes such as Food College of Southwest University and Institute of Nutrition and Food Health of the Third Military Medical University to conduct product research and development. The park has been successively identified as "National Agricultural Products Processing and Entrepreneurship Base", "National Agricultural Products Processing Industry Demonstration Base", "Chongqing Food Industry Base", "Chongqing Characteristic Industry Base" and "Chongqing Agricultural Products Processing Base".
ii. problems existing in the food park
although some achievements have been made in the construction of the food park, it also faces some difficulties and problems.
1. At present, there are more than 31 contracted enterprises, only 18 of which have provided land, and nearly 21 contracted enterprises have no land to supply, especially some famous enterprises such as Anhui Zhenzhen Guazi and Laosichuan Beef jerky, which have been signed, and more than 31 enterprises that intend to settle in, such as Chongliang Group, Chongqing Hong Jiu Jiu, Anhui Yanzhifang, Chongqing Catering Group, Chongqing Pastry Industry Association and Chongqing Food Industry Association, respectively.
2. The infrastructure such as roads, pipe networks, water and electricity in the north of expressway in the park has basically not started.
3. There are less than 11 enterprises that have been put into production, and the products of enterprises that have been put into production such as "Jin Lifang" and "Jiuminlang" need to be further marketed.
4. The medium-and long-term planning for the expansion of the park has not yet been determined.
III. Analysis on the Development Prospect of Food Park
The food industry has always been the largest industry in the world manufacturing industry, an extension of the agricultural industrial chain, and the fastest growing and most dynamic industry integrating agriculture, manufacturing and modern logistics services. With the continuous improvement of people's living standards and the further increase of food demand, the food industry will enter a period of strategic opportunities of expansion and rapid development in an all-round way. On the one hand, the future development of food park will enjoy the strategic opportunity of food industry expansion and rapid development, and at the same time, it also has its own unique advantages and very broad development prospects.
(1) Rich raw material advantages are an important foundation for the development of the park
The lowest elevation of Qijiang District is 188m, and the highest elevation is 1973m, with obvious stereoscopic climate, which is suitable for the growth of various crops and long harvest season. It has 1.62 million mu of cultivated land and 1.33 million mu of forest land. The mountain modern agricultural demonstration park with a planned area of 311 square kilometers has taken shape. Vegetables and papaya have become the backbone industries of agriculture in the whole region. Among them, the vegetable planting scale is 511,111 mu (1,111,111 mu of pepper, 1,111,111 mu of radish, 211,111 mu of pepper and 51,111 mu of ginger and garlic). The planting of papaya, pear and kiwifruit all started production. It can be said that this unique raw material advantage has played a fundamental role in the development of enterprises in the park. At the same time, with the development of enterprises in the park, it will certainly drive the development of agriculture, increase farmers' income and achieve double profits.
(II) The continuous improvement of traffic conditions has made the location advantages of the park more prominent
At present, the Chongqing-Guizhou Railway, the 211 National Highway and the Chongqing-Guizhou expressway cross the Qijiang River, and the Qijiang River is connected with the Yangtze River, making land and water transportation more convenient. With the completion and opening of Huipin Avenue, the Third Ring Road expressway, Chongqing-Guizhou high-speed railway and the "Three-Ten Thousand-South" railway, the traffic in Qijiang will be more convenient. The food park is located at the intersection of expressway, Chongqing-Guizhou high-speed railway and Chongqing-Guizhou-expressway, and within the one-hour economic circle of Chongqing, the traffic location advantage is more obvious.
(3) The only specialized food industrial park in Chongqing has a strong attraction to food enterprises
In 21xx, the total output value of light industry in Chongqing was 173.8 billion yuan, and the food industry was 98.5 billion yuan, accounting for more than half of the light industry. The food industry is the first light industry in Chongqing. Food Park is the only professional food industrial park in Chongqing at present, which will surely attract more Chongqing food industry enterprises and even the first-class food industry enterprises in China to visit and stay.
(IV) The division of functional areas in Chongqing will lead to the great development of food parks
The Third Plenary Session of the Fourth Session of Chongqing Municipal Committee divided Chongqing into five functional areas, with Qijiang as a new urban development area, which is the main battlefield of the city's future industrialization and urbanization, an important area for gathering new industries and population, an important manufacturing base in the city, a demonstration zone for the simultaneous development of the "four modernizations" and a pioneering zone for regional cooperation between Chongqing and Guizhou. This division will upgrade the economic geography of Qijiang, make the urban function orientation more accurate, and make the allocation of urban resources more scientific, which will usher in the latest, best and fastest development period. As one of the main battlefields of the city's future industrialization, Qijiang District will surely lead the great development of Chongqing's only professional food industrial park.
(5) The past work of the park has accumulated valuable experience for future development
It has been six years since the establishment of the food park. During this period, the CMC has done a lot of work and accumulated a lot of experience in target positioning, planning, land acquisition and relocation, personnel placement, facility construction, investment attraction and enterprise management. We have introduced some well-known foreign enterprises, such as "Sincere" melon seeds, "Qiaotou" hot pot, "Guanshengyuan", "Xiaodongtian", Chongqing School and Multiflavor. The products such as "Rice Suffering", "Jin Lifang", "Jiuminlang" and "Zhengpangzi" produced by the enterprises staying in this area have been put into the market. The arrival of enterprises and the successive entry of products into the market indicate that the development of the park has achieved initial results. Practice has proved that the decision to establish a food park is correct and the development prospect of the park is broad.

(I) the future development direction of food parks
the future development direction of food parks should be scientifically positioned according to the new characteristics of food industry development, China's food industry development plan and the unique functions of food parks. In the 21st century, China's food industry will develop in the direction of convenience, engineering, functionalization, specialization and internationalization, and this "five modernizations" will become the general trend of China's food industry development in the future. During the Twelfth Five-Year Plan period, the development of China's food industry is still in a period of strategic opportunities. By 21xx, the total output value of food industry will reach 1.2. 3 trillion yuan, with an average annual growth rate of 1.5%; The ratio of the total output value of food industry to the total output value of agriculture has increased to 1. 5：1。 There are more than 51 food industrial enterprises with sales income of more than 11 billion yuan; Small and medium-sized food enterprises give full play to their advantages of specialization, precision, specialty and novelty, and gradually realize benign development, forming a new pattern of division of labor and cooperation among various enterprises and coordinated development of the food industry in the eastern, central and western regions. Encourage and support food processing enterprises to gather in industrial parks. In the 12th Five-Year Plan, the direction, emphasis, industrial layout and objectives of thirteen kinds of food industries, such as grain processing, vegetable oil processing, meat processing, dairy products processing, aquatic products processing, fruit and vegetable processing, beverage industry, sugar making, instant food manufacturing, fermentation, wine making, food additives and ingredients, and nutrition and health food manufacturing, have been specifically planned. according to the above situation, the future development of food parks in our region should not only do something, but also do something wrong. Adhere to the development direction of "three integrations, one concentration and one priority". That is to say, the product layout of food parks should be integrated with the regional layout of national food industry development, so that the integration of technological advantages in the eastern region and resource advantages in the western region can be displayed in food parks; Adhere to the integration of the construction of the new town in the east and the development of the food park, and build the food park into a new modern industrial park with ecological, green and environmental protection, and build a model of the integration of production and city; Adhere to the integration of food park construction, food industry production and tourism, develop industrial tourism, provide tourism commodities, enhance the reputation of the park and expand its influence; Make full use of this golden signboard, the only professional food industrial park in Chongqing at present, and vigorously promote the concentration of food processing enterprises in Chongqing to food parks; Adhere to the leading enterprises that introduce and cultivate the deep processing of agricultural products as the main body, and take seasoning food, leisure food, health food and functional food as the leading and characteristic industries, tap the advantages of specialization, precision, specialty and novelty, cultivate brands, expand the market and realize benign development.
(II) Future development goals of food parks
The future development goals of food parks can be divided into short-term and long-term stages.
Short-term development goal: By 21xx, that is, the centenary of the establishment of the park, there will be nearly five years, and the park area will be expanded to 5 square kilometers, with 8,511 mu, and about 6,111 mu of land will be requisitioned. More than 111 enterprises have been introduced and put into operation, and more than 61 enterprises have been put into operation, with annual sales income of more than 11 billion yuan and annual comprehensive tax revenue of more than 511 million yuan.
Long-term development goal: By 2131, the park will expand along Huipin Avenue, with an area of 21 square kilometers and 31,111 mu, and strive for more domestic and world-renowned food industry enterprises to stay, and finally realize the development goal of "being the first in the west and the first in the country".
(III) Measures for the future development of food parks
1. Making money from land and providing financial guarantee for the construction and development of food parks
At present, the transfer price of industrial land in all parts of the country is much lower than the cost of land acquisition and demolition. In the end, the balance of revenue and expenditure in the park must be self-balanced, and only by making money from land and returning taxes. In the initial stage of the construction of the park, few enterprises moved in and put into production, and the tax rebate could not support the development of the park. Only by making money from the land can the park be raised. The government should give food parks land acquisition targets and authorize food parks to use part of the requisitioned land as residential land and commercial land. The premium between the cost of land acquisition and demolition and the transfer of residential land and commercial land is used to compensate the cost of land acquisition and demolition of industrial land and the infrastructure construction of the park. Otherwise, the food park will miss the development opportunity and the development will stagnate.
2. Stick to the road of "feeding agriculture with industry" and promote the development of modern agriculture
Vegetables and papaya have become the backbone industries of agriculture in the whole region. Among them, the vegetable planting scale reached 511,111 mu. The park should always adhere to the development model of "enterprise-base-cooperative-farmer", promote Qijiang agriculture with food industry, help Qijiang agriculture to realize modernization in an all-round way, and at the same time bring farmers stable income and help them get rich. At present, Qijiang has cultivated "Qijiang Pepper", "Ganshui Caoxiao Radish", "Shihao Waxy Corn", "Dongxi Peanut", "Wanxing Ginger", "Jin Lifang", "Jiuminlang", "Rice Suffering", "Zheng Fatty" and "Everyone knows" These enterprises also have certain recognition in the market. In the future, the park should actively introduce such enterprises, encourage them to constantly update equipment and improve technology, make full use of various technologies in deep processing of agricultural products, and develop more and better products.
3. Expand investment attraction and vigorously cultivate brands
Continue to introduce a number of well-known enterprises, especially high-tech and high-value-added brand enterprises such as national leading enterprises, "China Famous Trademark" enterprises, "China Time-honored Brand" enterprises and listed food companies, and even famous large foreign-funded enterprises such as Nestle and Kraft, to build a brand gathering area and use famous brand enterprises to promote the development of the whole park. Continue to vigorously support local enterprises. In particular, we should support local brand enterprises such as Jin Lifang, Jiuminlang, Miserable Rice, Zhengpangzi, Gujianshan, and Everyone knows, actively guide and help these enterprises to do a good job in publicity, and conduct marketing publicity through the media such as the Internet, television and newspapers. At the same time, we should expand sales channels such as e-commerce, online shopping and group buying, so that local brands can go out of Chongqing, face the whole country and even rush out.
4. Give prominence to key points and continue to promote the development of leading industries
