On September 21, the Beijing Food and Drug Safety Status Report (2016) (i.e., the food and drug safety white paper) was officially released to the public, which is the first time since the reform of Beijing's food and drug regulatory system in 2013 that a report on the state of food and drug safety has been made public. The white paper shows that nearly 90% of Beijing's agricultural products originate from foreign ports, and the sampling pass rate is 97.9%. At the same time, Beijing initially established a "from farm to fork" safety system.
The white paper shows that Beijing has established 20 urban and rural agricultural product quality inspection agencies, to create a number of agricultural standardization bases, Fangshan District and Pinggu District by the Ministry of Agriculture as the first batch of national agricultural product quality and safety zones; selecting some counties in Hebei Province as a pilot unit of the origin quota and the Xinfadi market for the origin quota and sale of the access to the pilot; the city to implement the "farm-to-table" system. The city has implemented production and marketing mechanisms such as "agricultural food docking", "agricultural super docking", "field-factory linkage", "site linkage", and so on. In the wholesale market, large supermarkets, large communities applied 30 safe production, green prevention and control, logistics monitoring, product traceability and other supporting technologies, the initial realization of meat products, dairy products and other food information traceability.
The year carried out daily supervision and inspection 473,000 times, correcting 22,000 cases of various violations. Throughout the year*** nearly 12,000 cases of food (including health food)-related violations were filed and investigated, with 6.43 million yuan of illegal income confiscated and 150 million yuan of fines levied. In close cooperation with the public security organs, 636 dens of counterfeit production and sale were smashed, 117 cases were transferred to the judicial organs, and 52 people were detained.
Taking the lead in the country in introducing the Beijing Measures for the Supervision and Administration of Online Food Businesses, real-time monitoring of online food ordering platforms and the 24,000 Beijing-area food and beverage outlets on the platforms, and the rate of publicizing food and beverage outlets' licenses on online food ordering platforms increased from almost zero in March 2016 to more than 98.0%.
According to the "Guidelines for the Construction of Open Kitchen and Bright Stove in Beijing Food Service Units (for Trial Implementation)", the "Open Kitchen and Bright Stove" work in the catering service industry has been organized, and more than 1,000 catering service units in the city have made the processing of catering food and foodstuffs open to consumers through the means of partitioning short walls, transparent glass walls and video display, etc., and actively accepted public supervision. The city's more than a thousand food service units through the partition wall, transparent glass curtain wall, video display and other means of food processing and production process open to consumers, actively accept public supervision.
