Article 3 outdoor advertising as mentioned in these regulations refers to commercial advertisements in which commodity operators or service providers directly or indirectly introduce the commodities they sell or the services they provide through the following media and forms:

(1) advertisements such as using public venues, spaces, buildings, hanging street signs, neon lights, electronic display boards (screens), light boxes, window, three-dimensional shapes, banners, etc.

(2) advertisements set, drawn and posted by means of transportation;

(3) Advertisements set up, drawn, hung and posted outdoors in other forms. Article 4 The publication of outdoor advertisements shall abide by the guidelines stipulated in the Advertising Law of the People's Republic of China, and the contents shall be true, lawful and civilized, and shall not harm the dignity of the country and the nation, and shall not deceive or mislead consumers. Article 5 The administrative department for industry and commerce of the Municipal People's Government is the supervision and administration organ of outdoor advertising in this Municipality, and the administrative department for industry and commerce of the county (city) people's government is responsible for the supervision and administration of outdoor advertising within its jurisdiction. Chapter II Planning and Setting Article 6 The planning of outdoor advertising shall be subject to urban planning, and shall be formulated by the municipal and county (city) people's governments in charge of advertising supervision and management, urban construction, environmental protection, public security and other departments, and the administrative department for industry and commerce shall be responsible for supervising the implementation. Article 9 Outdoor advertisements shall not be set up under any of the following circumstances:

(1) Using traffic safety facilities or traffic signs;

(2) affecting the use of municipal public facilities, traffic safety facilities and traffic signs;

(3) obstructing production or citizens' life, damaging the city appearance or landscaping;

(4) building control zones of state organs, cultural relics protection units and scenic spots;

(5) areas where outdoor advertisements are prohibited by people's governments at or above the county level. Chapter III Application for Registration Article 12 Whoever sets up or publishes outdoor advertisements must apply to the administrative department for industry and commerce for registration. (1) Business license or advertising business license;

(2) documents certifying the authenticity of the advertising content and the quality inspection of the goods;

(3) advertising contract, advertising design sample, outdoor advertising facilities design and construction drawings;

(4) the certificate of the right to use or the certificate of ownership, and the agreement on the use of the site and facilities obtained through auction.

if the location of outdoor advertising needs to be examined by the relevant administrative departments in accordance with laws and regulations, the examination documents issued by the relevant administrative departments shall be submitted.

when publishing outdoor advertisements of drugs, medical devices, pesticides, veterinary drugs, tobacco and other commodities and other outdoor advertisements that should be examined by the relevant competent departments according to laws and regulations, the examination documents for the contents of the advertisements must be provided at the time of registration.
