Guangdong province is a major consumer of hazardous chemicals, with more than 5,800 enterprises using hazardous chemicals. As the largest production city of hardware products processing and textile industry base in eastern Guangdong, Jieyang currently uses about 5,000 tons of hydrochloric acid, 5,000 tons of sulfuric acid, 0/000 tons of nitric acid/kloc-,2,000 tons of liquid caustic soda and 500 tons of caustic soda (flake caustic soda) every year. The estimated annual growth rate is 5% ~ 10%. Only chemical enterprises in Guangzhou, Meizhou, Fujian, Anhui and other provinces can directly provide raw materials. The existing chemical storage facilities in the city are difficult to meet the needs of normal production of enterprises, which may restrict the normal production and use of enterprises at any time. Highway and waterway transportation will also be interrupted by unpredictable objective conditions, which will directly affect the normal production of enterprises. Therefore, the construction of this kind of chemical product warehouse has become an urgent requirement for the supply of chemical raw materials in local and eastern Guangdong.
The chemical warehouse of Jiedong Branch of Jieyang Jietong Chemical Raw Materials Co., Ltd. is located in Qianbei Village, Didu Town, Jiedong County, Jieyang City (the former site of Doudu Agricultural Machinery Factory), adjacent to Haidu Aquatic Terminal in Jiedong County. The gate of the factory area is connected to the township road with a width of 12 meters, which is connected with the section of Didu Town in Jiedong County, with good natural ventilation, lighting and traffic conditions. With convenient transportation and complete infrastructure, it is an ideal area for building dangerous goods storage projects and operating dangerous goods. The company plans to build a chemical warehouse to store and operate the wholesale and retail business of hydrochloric acid (concentration 3 1%), sulfuric acid, nitric acid, liquid caustic soda and caustic soda (flake caustic soda). The construction of this project can better serve the normal production needs of Jieyang hardware products, stainless steel products and textile printing and dyeing products, thus improving the comprehensive economic benefits and market competitiveness of enterprises.
Some equipment and facilities of this project will have certain impact on the surrounding environment during the transformation, construction and operation. According to the Environmental Protection Law of People's Republic of China (PRC), Regulations on Environmental Protection Management of Construction Projects, Law of the People's Republic of China on Environmental Impact Assessment and relevant environmental protection laws and regulations, this project must implement the environmental impact assessment system. Therefore, Jiedong Branch of Jieyang Jietong Chemical Raw Materials Co., Ltd. entrusted Liaocheng Environmental Science Engineering Design Institute to prepare the environmental impact report of the chemical warehouse construction project of Jiedong Branch of Jieyang Jietong Chemical Raw Materials Co., Ltd.
After accepting the entrustment, the evaluation unit set up a special research team and sent personnel to the site for investigation many times. Through the on-the-spot investigation and monitoring of regional environmental quality, we have mastered the regional environmental quality situation; By collecting data and comparing with similar construction projects, estimate the pollutants that may be discharged during the construction and operation of the project; Then, on this basis, the mathematical model recommended by the EIA guidelines is used for prediction and calculation, or the possible impact of the project construction and operation process on the regional environment is analyzed and evaluated by analogy, and the feasibility of the project construction is demonstrated in combination with the calculation results of environmental capacity, and finally the feasibility conclusion of the project is drawn. Up to now, the environmental impact report of the project has been basically completed. According to the relevant provisions of Technical Guidelines for Environmental Impact Assessment-Public Participation (Discussion Draft), the main contents of the environmental impact report of this project are compiled into a simplified report for the public and relevant government departments and experts to read, so as to deepen the public's understanding of this project and carry out public participation activities of this project on this basis. The main contents of the report are as follows:

The total investment of this project is estimated to be 7.98 million yuan, of which environmental protection investment is about 200,000 yuan, accounting for 2.5% of the total investment. Fire fighting investment is 250,000 yuan, accounting for 3.1%of the total investment; After the project is completed, the storage, transportation and sales scale of chemicals will be 40 1 10,000 tons/year.

The project covers an area of 4 140m2 (about 6.2mu), which is the planned industrial land. Area of storage tank in storage area 1559 m2 (including: storage tank area of 754 m2 and leakage-proof tank area of 805 m2), and single-layer warehouse of caustic soda (flake caustic soda) raw materials 1 set of 40m2. 2. 1 energy type
The main energy source of this project is electric energy. The power sources of all process production devices and public works are comprehensively configured according to the national standards "Code for Design of Industrial and Civil Power Supply Systems", "Code for Design of Power Supply and Distribution Systems" and other relevant specifications as well as the load levels specified in the system design. The power supply department provides 380/220V commercial low-voltage power supply as public power supply, which is responsible for 100% load of the whole plant. Power supply comes from overhead power supply lines and is supplied through short buried cables.
The enterprise is equipped with a diesel generator set with a capacity of 12KW as a backup power supply. When the power grid fails, the diesel generator will automatically put into operation, responsible for the power supply of main production equipment and fire-fighting facilities.
2.2 Source, dosage, discharge and reuse of water
The domestic water required for this project is provided by the waterworks in Didu Town, Jiedong County, and the production water and fire water are taken from Rongjiang Water. The water consumption of the project is 27.68t/d, of which the domestic water consumption is 1.2m3/d, the greening water consumption is about 2.48m3/d, and the site flushing water consumption is 24t/d. ..
Drainage is treated by water-sealed wells, and rainwater and sewage are discharged separately, mainly including rainwater discharge, domestic sewage and production wastewater collection and discharge. The rainwater is naturally discharged and discharged outside the reservoir along the slope of the ground; After being treated by a three-stage septic tank, the domestic sewage is discharged into Rongjiang River through a pool-type water-sealed well. Production wastewater is discharged into Rongjiang River after being treated by water-sealed well in the pool.
2.3 Pollutant discharge
2.3. 1 pollutant discharge during construction
(1) wastewater
The main sources of wastewater during construction include domestic sewage and construction wastewater:
(1) Domestic sewage: sewage generated by the construction workers in the process of washing, bathing and going to the toilet in their daily lives. The main pollutants are CODCr, BOD5 and ss. It is estimated that the daily emission of CODCr can reach 2kg-3kg and SS can reach 3kg-5kg.
(2) Construction wastewater: it is mainly mud water generated in the process of capital construction excavation and drilling of raw materials and equipment (such as stone and concrete mixing and maintenance) for chemical product storage tanks, warehouses and structures. ) and the flushing water of the construction site, as well as the overflow and leakage of water pipes during construction. The main pollutants in wastewater are sand and oil pollution.
(2) Waste gas
The main air pollution sources during the construction period include:
① Dust: It mainly comes from site excavation, transportation and loading and unloading of earthwork and new building materials, mixing of lime soil and concrete, dust blown by wind in sand and silt yards and dust generated by vehicles passing through exposed roads.
(2) Waste gas pollutants emitted by construction machinery and transport vehicles during operation;
(3) Waste gas pollutants discharged from the living quarters of construction personnel.
According to the above analysis, the main air pollutants during the construction period are NO2, SO2 and TSP.
(3) Noise
Noise during construction is mainly generated by construction machinery and equipment and passing vehicles. According to the domestic investigation, the noise of some construction equipment is shown in Table 2-2.
During the project construction, all kinds of equipment in Table 2-2 will be basically used. Although the impact of construction noise only occurs during the construction period, it has a certain timeliness and belongs to intermittent noise, but because of its high sound level and strong vibration, it has a great impact on the nearby environment. In this regard, China has limited the noise of construction machinery during operation, and formulated the standard GB 12523-90 "Noise Limits at Construction Sites", as shown in Table 2-3.

(4) Solid waste
The solid wastes generated during the construction period are mainly construction wastes and domestic wastes of construction workers.
2.3.2 Pollutant discharge during operation period
(1) Discharge of wastewater and water pollutants
According to the data provided by the feasibility study report of the project, the amount of wastewater discharged by this project is very small, mainly for site washing water, domestic sewage and initial rainwater. See Table 2-4 for this project:

(2) Air pollutants
The waste gas of this project is mainly the unorganized waste gas discharged by liquid chemicals during storage and transportation, and the waste gas generated when the standby diesel generator works. According to the feasibility study report and similar project analogy investigation results, when the standby diesel generator set is running, the maximum unorganized gas emission is about 7.70kg/d, and the flue gas emission is 94.88 m3/h. The main pollutants are SO20.028 kg/h, NOX0.024 kg/h and soot 0.005 kg/h. The pollutant concentration is SO 2.90.9 mg/m3 and NO 2.44.
(3) Noise
During the operation period of this project, the noise source mainly comes from the mechanical noise generated by motors and centrifugal pumps, as shown in Table 2-5.

This project is for the storage of liquid chemicals, and no waste residue is generated during storage and transportation. Therefore, the solid waste of this project is mainly sludge produced by sewage treatment station and domestic garbage produced by employees' daily life. The amount of sludge produced by the sewage treatment station is 4.95t/a, and the amount of domestic garbage is 5.48 t/a.
3 pollution control and environmental protection objectives
(1) pollution control points
Waste gas pollution control: focus on controlling the impact of toxic and harmful unorganized waste gas from chemicals and waste gas from diesel generators on the ambient air.
Wastewater pollution control: control the discharge of on-site washing water and domestic sewage.
Noise pollution control: focus on controlling the environmental noise intensity in the boundary area of the reservoir area.

(1) Water environmental impact
If the wastewater during the construction period is discharged directly without proper treatment, it will have a certain impact on the surface water environment. However, appropriate measures can be taken to reduce the impact on the river course, such as setting simple soil ridges to collect ditches and grit chambers to prevent sewage from overflowing directly into nearby water bodies, and the fecal sewage from the construction site needs to be treated by a three-stage anaerobic septic tank; The sewage in the canteen on the construction site can only be discharged after being treated by oil separation and slag separation.
(2) Atmospheric environmental impact
Because the air pollution sources during the construction period are mainly intermittent or mobile pollution sources, and the fuel consumption is not large, the pollution source intensity is small, and the impact on the atmospheric environment during the construction period is not great; However, the construction dust will have a certain impact on the surrounding environment, but this pollution is short-term and local, and will disappear after the construction. By strengthening the supervision and management of the construction team, this impact will be greatly reduced.
(3) Noise influence
According to the analysis, the noise generated by construction machinery and transport vehicles in the construction process may have a certain impact on the acoustic environment along the transport route. Take certain noise reduction measures to avoid that the impact of construction noise will be less after high-noise construction work is carried out during residents' rest time.
④ The influence of solid waste.
During the construction period, the construction waste mainly comes from the waste in projects such as ground excavation and leveling, pipeline laying, material transportation and pipeline welding. , such as cement, bricks and stones. Although these wastes do not contain harmful and toxic components, on the one hand, powdery wastes can enter the nearby water body with the surface runoff generated by rainfall, which increases the suspended solids in the water body and affects the nearby water environment to some extent; On the other hand, when there is wind or vehicles passing by, it will raise dust and pollute the surrounding air. Therefore, effective protection measures should be taken for construction waste, and the construction unit should clean up the construction waste in time, pile it up and dispose of it in a centralized way. It is strictly forbidden to throw away or pile up at will, and it is strictly forbidden to throw garbage by the river or dump it into the river.
If domestic garbage is neglected in management or collected and transported in time, it will be lost or accumulated at will, which will cause serious pollution to the surrounding environment. Therefore, domestic garbage should be piled up in a centralized way, and the sanitation department should be contacted for regular removal and treatment.
(5) Ecological environment impact
Because the project covers an area of three links and one leveling, there is no vegetation on the surface of the region at present, and the project construction will basically not affect the ecosystem. However, due to foundation excavation and pipeline laying in engineering construction, the topsoil is exposed, the soil layer is loose, the soil structure is destroyed and the anti-erosion ability is reduced. If there is heavy rain in this process, soil erosion will easily occur.
According to the analogy estimation of similar projects, if effective soil and water conservation measures are taken during the construction period of this project, the possible water and soil loss is about 5.2t/a, and if no soil and water conservation measures are taken, the possible maximum water and soil loss can reach104t/a. ..
4.2 Environmental Impact Prediction and Assessment during Operation Period
(1) atmospheric environmental impact
After the operation of this project, the emission of unorganized exhaust gas and diesel generator exhaust gas is very small, and the concentration of sensitive points increases very little, and there is no over-standard phenomenon after the background value concentration is superimposed. Therefore, the impact of the construction and operation of this project on the ambient air quality is acceptable.
(2) Water environmental impact
The wastewater of this project is discharged into Rongjiang River after being treated by the sewage treatment facilities in the factory. Under normal discharge conditions, the water pollutants discharged by this project have little influence on the concentration increment of Rongjiang River.
(3) Acoustic environmental impact
There is no living area in the plant and no sensitive points in a short distance, so the noise impact during the operation period in the plant is mainly controlled at the plant boundary. Through overall planning, reasonable layout, attention to noise spacing, noise elimination and sound insulation measures for production equipment, and extensive establishment of green belts inside and outside the factory boundary, the impact of noise will be greatly reduced.
(4) the influence of solid waste
According to the previous analysis, the solid wastes generated by this project are mainly employees' domestic garbage and sludge from sewage treatment station. Sludge from sewage treatment station is classified as hazardous waste after analysis and identification, and it needs to be sent to a qualified treatment unit for harmless treatment. If it is ordinary sludge, it can be used as green fertilizer or sent to landfill for landfill treatment. The domestic garbage of employees is collected and treated by the sanitation department. After taking the above treatment measures, the solid waste generated by this project can be properly disposed of, and it will basically not affect the nearby environment.
(5) Ecological environment impact
Because foundation excavation and pipeline laying will be carried out in the engineering construction, the topsoil will be exposed, the soil layer will be loose, the soil structure will be destroyed and the anti-erosion ability will be reduced. If there is heavy rain in this process, soil erosion will easily occur. According to the analogy estimation of similar projects, if effective soil and water conservation measures are taken during the construction period of this project, the possible water and soil loss is about 5.2t/a, and if no soil and water conservation measures are taken, the possible maximum water and soil loss can reach104t/a. ..
There are many farmland outside the eastern boundary of the reservoir area. After the unorganized emission of a small amount of organic waste gas in the project diffuses into the air, a small amount will fall into farmland with the settlement of the atmospheric environment. However, the unorganized emission of waste gas in this project is rare, and all kinds of pollutants do not belong to the pollutants in the Maximum Allowable Concentration of Air Pollutants for the Protection of Crops (GB9 137-88), so the unorganized emission of waste gas in this project has little impact on crops.
During the operation period of the project, the wastewater discharge is very small, and its concentration only increases slightly in a small river area of the sewage outlet. Under the normal operation of the project, the species and quantity of aquatic organisms and their habitats will not be seriously affected.
5 Environmental protection measures
The total investment of this project is estimated to be 7.98 million yuan, of which environmental protection investment includes sewage treatment system, noise control and greening. , that is, 200,000 yuan, accounting for about 2.5% of the total project investment.
5. 1 Environmental protection measures during construction
5. 1. 1 Water pollution prevention measures
The construction site is equipped with oil separation sedimentation tank, sedimentation tank and septic tank.
During the construction period, the washing wastewater of construction equipment and the wastewater of maintenance equipment will be treated through the oil separation sedimentation tank; The drainage from the mixing station, the wastewater from cement concrete pavement maintenance and joint cutting, the car washing water in the construction area and the rainwater containing sediment are precipitated by the sedimentation tank; Domestic sewage is introduced into septic tank for treatment, and bleaching powder or quicklime powder is regularly put into septic tank for disinfection.
After taking the above measures, the wastewater discharged during the construction period of the park has little impact on the nearby water environment, but in order to ensure that it does not have obvious impact on important water bodies, the management and monitoring of construction wastewater discharge must be strengthened.
5. 1.2 air pollution prevention and control measures
Install exhaust gas purifier for transport vehicles, and overload operation is strictly prohibited to ensure that the vehicle exhaust gas reaches the standard; The earth-moving carriage should be covered to avoid scattering along the way; Regularly clean and sprinkle water on the construction site and transportation trunk roads to control the dust on the construction site and roads.
After taking the above measures, the emission of air pollutants in the construction site and transportation trunk roads during the construction period can be effectively controlled. In order to further reduce the impact of air pollutants, it is necessary to check the transport vehicles regularly, strengthen the management of the construction site, make the construction orderly and reduce unnecessary emissions.
5. 1.3 noise pollution prevention and control measures
Strictly control the running time of high-noise equipment, and it is strictly forbidden to carry out high-noise construction during residents' rest; For mechanical equipment with noise greater than 90dB, sound insulation devices shall be provided; Transport vehicles are prohibited from overloading, honking their horns and driving at a speed limit; Heavy transport vehicles are equipped with silencers. For the construction personnel working in the high-noise environment in the first line of production, the working time shall not exceed 6 hours per day, and they shall be equipped with corresponding anti-noise facilities, such as earplugs and anti-noise helmets.
After taking the above measures, the noise hazard of construction noise to nearby residents and construction workers can be greatly reduced.
5. 1.4 solid waste treatment
The construction site and the living area are set up with garbage dumps, where domestic garbage and solid waste are piled up and regularly transported to the designated solid waste disposal site outside the warehouse.
5.2 Environmental protection measures during operation period
5.2. 1 Water environment protection measures
Domestic sewage treatment process: the domestic sewage first passes through the grease trap and septic tank, then enters the pool-type underground water-sealed well, and finally enters the Austrian underground sewage treatment integrated equipment for treatment and discharge.
Site cleaning wastewater and initial rainwater treatment process: Site cleaning wastewater and initial rainwater enter the integrated buried sewage treatment equipment in Australia through pool-type buried water-sealed wells, and are discharged up to the standard.
The wastewater treatment process of this project is as follows:
5.2.2 Atmospheric environmental protection measures
(1) unorganized waste gas treatment measures
Aiming at unorganized waste gas, the following measures are proposed for this project:
① The storage tanks in this project are all made of reinforced concrete structure, and the inner wall is made of corrosion-resistant special materials, which are well sealed to prevent the leakage of chemical products.
(2) In this project, a leak-free delivery pump is selected during the transportation of liquid materials, and the pipeline connection is welded to prevent the leakage of valve connection and reduce the atmospheric pollution during the storage and transportation of chemicals.
(2) The chimney of the standby diesel generator set is more than 3m higher than the nearby building within 30m, and not less than 25m.
5.2.3 Noise environmental protection measures
Select low-noise equipment to design noise elimination and sound insulation for high-noise sources. At the same time, the reservoir area should be rationally arranged according to the surrounding environment of the project, so as to minimize the impact of the project on the noise environment at the boundary of the factory, so as to meet the third-class standard of Emission Standard for Environmental Noise at the Boundary of Industrial Enterprises (GB 12348-2008).
Treatment of solid waste
The solid waste in the factory area should be collected by classification and comprehensively utilized. If the sludge from the sewage treatment station is identified as hazardous waste by analysis, it needs to be sent to a qualified treatment unit for harmless treatment. If it is ordinary sludge, it is recommended to use it as a green fertilizer. After the employee's domestic garbage is collected, it will be collected and treated by the sanitation department.
5.2.5 Ecological protection measures
