Article 2 All units and individuals (hereinafter referred to as taxi operators) engaged in taxi business in Hangzhou must abide by these regulations. Article 3 The traffic administrative department of Hangzhou Municipal People's Government is the competent authority of the taxi industry in the whole city.

the taxi industry in each county (city) is in charge of the traffic administrative department of the people's government of each county (city).

taxi management institutions at all levels shall be responsible for the specific implementation of these regulations under the leadership of the municipal and county traffic administrative departments. Article 4 Citizens have the right to report or complain to the relevant departments about the acts of taxi operators, drivers and staff of taxi management agencies in violation of these regulations, and the relevant departments shall promptly investigate and deal with them according to law. Chapter ii responsibilities of management agencies article 5 the responsibilities of taxi management agencies are:

(1) to implement unified planning for the development of passenger taxis and formulate specific taxi management systems in accordance with these regulations and relevant laws and regulations;

(2) to examine the taxi operators who apply to the administrative department for industry and commerce for opening or closing down in advance, and put forward opinions;

(3) Issuing the taxi business license, operation license and taxi driver service qualification certificate;

(4) cooperate with the price and tax departments to formulate uniform taxi charging standards, charging methods and charging bills;

(5) cooperate with the public security department to strengthen the management of public security and traffic safety in the taxi industry;

(6) To be responsible for printing, distributing and managing the special invoices for passenger taxis in accordance with relevant regulations;

(7) examine and verify the application for the purchase of passenger taxis;

(8) to supervise and inspect the compliance of taxi operators with laws, regulations and rules in their operations, and to provide guidance, coordination and services for their business activities;

(9) handling passenger complaints;

(11) check the implementation of these regulations and educate and punish those who violate the relevant provisions of these regulations. Sixth taxi management agencies and their staff, should abide by and implement these regulations, open the articles of association, improve work efficiency, and accept supervision by the masses. When performing their duties, the staff of the taxi management agency shall show their inspection certificates. Chapter III Management of Opening and Closing of Business Article 7 Anyone who applies to engage in taxi business must go through the following procedures:

(1) To purchase (including renewal and transfer) a car engaged in taxi business, he must submit a written application to the taxi management agency in advance, and then handle matters such as car purchase with the relevant departments after examination and approval;

(2) The unit holds the certificate of the superior competent authority, and the individual holds the certificate of the local neighborhood office or the township and town people's government, and submits an application for operating the taxi business to the taxi management institution, and fills in the registration form;

(3) The taxi management institution shall put forward the examination opinions within 31 days from the date of receiving the application, and if it meets the requirements, it shall issue a business license;

(4) The applicant applies to the local administrative department for industry and commerce for starting business with the business license and relevant documents issued by the taxi management agency, and the administrative department for industry and commerce will review the business license according to the provisions of the state on the registration and management of enterprises and individual businesses;

(5) apply for tax registration with the local tax authorities within 31 days from the date of obtaining the business license; Insure passenger accident insurance and third party liability insurance with China People's Insurance Company; To the price management department for approval of the rental charges for the vehicles operated;

(6) Small taxis (nine or less, the same below) must also go to the local standard measurement department to install the taxi toll meter that is qualified and sealed;

(7) The taxi management institution shall issue an operation license to the operators who have completed the above procedures according to their registered taxis; Conduct business knowledge examination for taxi drivers, and those who pass the examination will be issued with taxi driver service qualification certificate and unified charging certificate with their photos, work units and unified numbers. Article 8 Each taxi shall be equipped with no more than two drivers. Ninth government agencies, schools, organizations and other units and industrial and mining enterprises shall not engage in the business of taxi. Tenth hotels, restaurants, guest houses and other enterprises need to run passenger taxi business, should be handled in accordance with the provisions of Article 7 of these regulations. Eleventh taxi operators need to change the registered items, should be within thirty days before the change, respectively, to the passenger

taxi management agencies and the administrative department for Industry and commerce to handle the relevant registration procedures. Article 12 A taxi operator who wants to suspend business shall report to the taxi management agency within 31 days before the suspension, and after approval, he shall hand in his business license, operation certificate, taxi driver service qualification certificate and charging voucher, go through the cancellation registration formalities with the administrative department for industry and commerce, and settle the tax formalities with the tax authorities.
