Article 1 In order to standardize the classified management of domestic waste, protect and improve the ecological environment, promote the construction of ecological civilization, promote the sustainable development of economy and society, and build a high-quality ecological barrier zone in northern Guangdong, these measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Regulations of Guangdong Province on the Management of Urban and Rural Domestic Waste and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the source reduction, classified delivery, classified collection, classified transportation, classified treatment and related management activities of domestic garbage within the administrative area of this Municipality. Article 3 The term "domestic garbage" as mentioned in these Measures refers to the solid waste generated in daily life or activities providing services for daily life, and the solid waste regarded as domestic garbage according to laws and administrative regulations. Article 4 The classified management of domestic waste in this Municipality adheres to the principles of government promotion, overall planning of urban and rural areas, territorial management, participation of the whole people, suiting measures to local conditions and simplicity, and implements reduction, recycling and harmless control and management. Article 5 The Municipal People's Government shall incorporate the classified management of domestic waste into the national economic and social development plan, establish an overall coordination mechanism for the classification of domestic waste, set targets for the source reduction and classified management of domestic waste, organize the formulation and publication of a catalogue for the classification of domestic waste to the public, and implement safeguard measures for the source reduction, delivery, collection, transportation and disposal of domestic waste.

County (city, district) people's government is responsible for organizing the implementation of domestic waste classification management within its jurisdiction, implementing the management objectives of domestic waste classification, and providing corresponding protection.

Towns, ethnic township people's governments and sub-district offices will incorporate the classification management of domestic waste into grassroots social governance and be responsible for the daily management of domestic waste classification within their respective jurisdictions.

Villagers' committees and residents' committees shall assist the people's governments of towns, nationality townships and sub-district offices in organizing, publicizing and guiding the classification of domestic waste. Encourage the classification of domestic waste management requirements into the village (neighborhood) convention. Article 6 The municipal competent department of housing and urban and rural construction is the competent department of domestic waste classification management in this Municipality, responsible for organizing the implementation of these measures, formulating the domestic waste classification management system and organizing its implementation, and guiding, assessing and supervising the domestic waste classification work.

County (city, district) environmental sanitation department is responsible for the management of domestic waste within their respective administrative areas.

City, county (city, district) people's government in charge of agriculture and rural areas is responsible for guiding the classification of rural domestic waste and the construction of long-term mechanism for village cleaning.

City, county (city, district) people's government department in charge of ecological environment is responsible for supervising the prevention and control of environmental pollution in the process of hazardous waste treatment.

The competent commercial departments of the people's governments of cities and counties (cities, districts) shall be responsible for guiding and supervising the management of recyclable materials, guiding the construction of the recycling network system of recyclable materials, and promoting the integration of the recycling network system of recyclable materials and the domestic waste classification collection and transportation system.

City, county (city, district) people's government development and reform, natural resources, education, finance, postal services, culture, radio, film and television, tourism and sports, market supervision and other departments shall, in accordance with the division of responsibilities, cooperate in the management of domestic waste. Article 7 Units, families and individuals that produce domestic garbage shall fulfill the obligations of reducing the amount of domestic garbage at the source and putting it in different categories according to law, assume the responsibilities of the domestic garbage producers, and pay the domestic garbage disposal fees in accordance with regulations. Article 8 People's governments at all levels shall strengthen publicity and education on domestic waste classification, enhance public awareness of domestic waste reduction and classification, educate and guide the public to develop the habit of domestic waste classification, and encourage the public to participate in domestic waste classification supervision activities.

The competent education department should take the knowledge of source reduction, classification, recovery and harmless treatment of domestic garbage as the content of school education and social practice.

Newspapers, radio, television, internet and other media in this Municipality shall publicize the classification of domestic waste for public welfare.

Management units in public places such as parks, stations, airports, docks, tourism, culture, sports, entertainment, commerce, etc. shall carry out classified publicity on domestic garbage. Ninth to encourage voluntary service organizations and volunteers to carry out activities such as publicity, demonstration and supervision of domestic waste classification.

City, county (city, district) people's governments and their relevant departments, towns, ethnic township people's governments and sub-district offices can introduce social organizations to participate in the publicity and education activities of domestic waste classification by purchasing services.

Industry associations of circular economy, city appearance and environmental sanitation, property management, tourist hotels, catering and cooking, domestic service, commercial retail, logistics and distribution in this Municipality shall incorporate the requirements of domestic waste classification into industry self-discipline norms, and guide and urge member units to do a good job in domestic waste classification. Article 10 Encourage and support scientific research, technology development, advanced technology popularization and scientific popularization of domestic waste classification, provide support for source reduction, resource utilization and harmless treatment, and improve the efficiency of domestic waste classification. Article 11 The people's governments of cities and counties (cities, districts) shall establish a mechanism for reducing the source of domestic garbage covering the fields of production, circulation and consumption, encourage the use of reusable, renewable and degradable products that are conducive to the reduction, recycling and harmlessness of domestic garbage, reduce the production of domestic garbage, and promote resource conservation and recycling. Article 12 Units, families and individuals are encouraged to take the initiative to collect recyclable materials by setting up advanced models, exchanging points and other incentives, so as to promote the source reduction and classified delivery of domestic garbage.
