II. Different compositions
The unified social credit code (18th digit) includes the organization code (9th-17th digit) and the tax registration certificate number code (3rd-17th digit), which consists of 18th digits or uppercase Latin letters, including the registration administration department code (1th digit), the organization category code (1th digit) and the administrative division code of the registration administration organ (6th digit)
The uniqueness of the organization code is perfectly "inherited" to the unified social credit code.

Organization code is a unique and unchangeable code identification issued nationwide to the legally registered organs, enterprises, institutions, social organizations and private non-enterprise units in China.
the unified social credit code is the business license registration number. This is the result of the industrial and commercial reform of the integration of three certificates, one certificate and one yard.
1. Integration of three certificates: refers to the combination of business license, tax registration certificate and organization code certificate into one business license.
2. One certificate and one code: the business license registration number, tax number and organization code certificate number are combined into a unified social credit code. After the integration of the three certificates, there is only one social credit code, so there is no distinction between organization code, tax number and license registration number, and all of them are replaced by one number. The business license number is the unified social credit code, and the organization code number is the ninth to the penultimate place of the Unified Social Credit Code.

Article 7 Basis and method for filling in codes of state-owned enterprises
(1) Identification codes of state-owned enterprises and units
According to the Code Management Measures for Enterprises, Institutions and Social Organizations jointly promulgated by the State Bureau of Technical Supervision and the State Planning Commission and the national standard Code Compilation Rules for Enterprises, Institutions and Social Organizations.
(2) the code of the directly-in-charge unit refers to the identification code of the enterprise, the directly-in-charge department at the higher level of the unit, the enterprise or the unit, which is filled in according to the 9-digit code specified in the national unified code certificate issued by the technical supervision departments at all levels, and the first-level enterprise or unit does not fill in this code.
State-owned enterprises and units that have not obtained the code certificate should go through the relevant application procedures at their designated technical supervision departments in time.
(3) The names of state-owned enterprises and units shall be based on the names registered in the administrative department for industry and commerce or the names registered in relevant foreign countries and regions.
(4) The administrative subordination of state-owned enterprise codes to enterprises and units is uniformly set as central enterprises and local enterprises.
1. The central enterprise shall fill in the form according to the Chinese People's Code and the national standard Code of the Central Party, Government Organs, People's Organizations and Other Institutions (GB 4657-91) formulated by the State Bureau of Technical Supervision, with three zeros before the code;
2. local enterprises shall fill in the form according to the national standard of the People's Republic of China, Code of Administrative Division of the People's Republic of China (GB 2261-91). Specific reporting: provincial enterprises use the first two digits of the administrative division code followed by four zeros; Prefecture (city) level enterprises use the first four digits of the administrative division code and then add two zeros to indicate it; County-level enterprises are represented by six digits of the administrative division code itself.
the competent departments of industries corresponding to local enterprises and units at all levels shall fill in the form according to the national standard "Code of Names of Central Party, Government Organs, People's Organizations and Other Institutions" (GB 4657-91). If the enterprise or unit belongs to the mechanical department (bureau), fill in the code of the mechanical department.
(5) The codes of state-owned enterprises are uniformly set to ten categories for the economic sectors to which enterprises and units belong. According to the national standard "Classification and Code of National Economic Industries" (GB/T 4754-94), the specific requirements are as follows: < P > Category I: Agriculture, Forestry, Animal Husbandry and Fishery Departments. (6) The specific industry to which the state-owned enterprise code belongs shall be filled in according to the contents and marks specified in the national standard Classification and Code of National Economic Industries (GB/T 4754-94) issued by the State Bureau of Technical Supervision.
(7) The state-owned enterprise code is uniformly set to be super-large, large, medium and small in terms of enterprise economic scale.

1. the scale of industrial enterprises shall be filled in according to the "standards for the division of large, medium and small industrial enterprises" formulated by the fifth department, commission and bureau of the former state economic commission.
2. the scale of non-industrial enterprises shall be reported according to the "standards for the classification of large, medium and small non-industrial enterprises" to be jointly issued by the state economic and trade commission and other ministries, commissions and bureaus. if it cannot be officially released by then, it shall be stipulated separately.
(8) In principle, central enterprises, units and central special industries are divided into four levels in the setting of management levels of enterprises and units by state-owned enterprise codes; Local enterprises and units are divided into three levels.
1. Division of management levels of central enterprises and units
The first level refers to the head office and holding company directly under the State Council;

Level II: refers to enterprises and units directly under various departments (including ministries, commissions, bureaus, agencies, etc.) in the State Council, and enterprises and units invested or organized by enterprises and units at the first level;

2. Division of management levels of enterprises and units in central special industries
Central special industries refer to industries that are managed vertically, assume overall responsibility for profits and losses and set up branches mainly according to administrative divisions, such as banking, insurance, posts and telecommunications, electric power and other departments. Fill in the code to the fourth time.

(9) The codes of state-owned enterprises are uniformly set to seven organizational forms of enterprises and units. That is, according to the relevant classification methods of the National Bureau of Statistics. The specific content and expression method are as follows;
wholly state-owned enterprises-1, Chinese-funded joint ventures-2, joint stock companies-3, limited liability companies-4, Sino-foreign joint ventures-5, institutions that implement enterprise management-6, others-7.
(11) the code of state-owned enterprise shall be filled in according to the actual location of the enterprise and unit. The codes of domestic enterprises and units shall be filled in according to the national standard Code of Administrative Division of the People's Republic of China (GB 2261-91); Overseas enterprises and institutions shall fill in the report according to the national standard "Code of Names of Countries and Regions in the World" (GB 2659-86), which is indicated by adding three zeros before the code.
