The natural gas industry in China Mainland is in the initial stage of development and is developing rapidly. Due to the shortage of local natural gas resources in the mainland, LNG has played an important role in the natural gas market share. During the "Twelfth Five-Year Plan" period, the government strongly advocated the use of natural gas. It is planned that the proportion of natural gas in energy consumption will increase from 4% to 8% by the end of the "Twelfth Five-Year Plan", so the construction of the second LNG receiving station in Fujian Province has met the market demand. The construction of LNG receiving station in Ningde Industrial Zone of Haixi will be an integral part of the provincial high-pressure pipe network in Fujian Province, which is conducive to the construction of gas supply safety and complements Putian LNG receiving station. LNG resources, relying on CNOOC's international resource acquisition ability, are solved through import (LNG ship transportation). The market covers eastern Fujian, northern Fujian, Jiangxi, southern Zhejiang and Taiwan Province Island.

It is planned to build an LNG receiving station with a capacity of 3 million tons/year, including a dedicated LNG receiving station, four LNG storage tanks and supporting process equipment and pipelines. The total investment of the project is about 6 billion yuan.

Cooperation mode: Joint venture, with CNOOC LPG Electric Group Co., Ltd. (a wholly-owned subsidiary of China Offshore Oil Corporation) to form a joint venture company, which is responsible for investment, construction, management and operation.

(2) LNG power generation project

The construction of LNG power plant with LNG receiving station will provide power guarantee for Ningde industrial zone in Haixi and even eastern Fujian. The first phase is planned to build a 4×350MW gas-steam combined cycle unit, and the second phase will be started in time to build a 4×350MW gas-steam combined cycle unit according to market conditions. The generated electricity is merged into East China Power Grid, and the steam is used in petrochemical industrial park. The total investment of the project is about 654.38+0 billion yuan.

(3) LNG cold energy utilization project

Relying on the cold energy generated by LNG receiving station in Ningde Industrial Zone of Haixi during LNG gasification, the following projects can be carried out through effective utilization:

(1) LNG cold energy can separate air.

Liquid nitrogen, liquid oxygen and liquid argon can be produced by air separation with LNG cold energy. Using LNG precooling can reduce the volume of compressor, save turbine and reduce energy consumption and investment cost.

(2) Deep cold working of agricultural products

Using the cryogenic energy of LNG, liquid nitrogen is produced, agricultural products containing liquid nitrogen are rapidly cooled at low temperature, and ultramicro-pulverized at low temperature (such as processing wood into raw materials of high-quality pulp and ultramicro-pulverizing food into space food), so as to improve the added value of agricultural products.

(3) LNG cold storage

Building a low-temperature cold storage near the LNG receiving station can use the cold energy of LNG to freeze food. Compared with the traditional low-temperature cold storage, this method has the advantages of less land occupation, less investment, clear temperature gradient and convenient maintenance.

(4) LNG cold energy power generation

According to the transportation conditions of natural gas, gas turbine mode or direct expansion mode can be selected. The utilization mode of LNG cold energy gas turbine is to improve the output and efficiency of gas turbine unit by using the cold energy released by LNG gasification according to the change of environmental temperature and air density. The direct expansion and utilization of LNG cold energy usually means that after processing, gasification and heat exchange, LNG enters the turbine and directly expands to do work to drive the generator set to generate electricity.

(5) LNG cold energy can liquefy carbon dioxide.

Liquid carbon dioxide is widely used in welding, fire fighting, frozen food, soft drinks and so on. Using LNG cold energy to produce liquefied carbon dioxide has simple technological process and refrigeration equipment, and can be operated at lower pressure.

(6) LNG cold energy low-temperature drying and crushing

LNG cold energy can be used for low-temperature drying, mainly used in medicine and food industry. LNG cold energy can also be used for low-temperature crushing, such as waste tires, waste rubber, waste plastics, etc., to realize comprehensive utilization of resources.
