Planning, environmental protection, industry and commerce, public security and fire control, quality and technical supervision and other departments should strengthen the management of city gas according to their respective responsibilities. Fifteenth gas enterprises shall not restrict users from buying gas appliances and related products produced and sold by their own enterprises or designated units, and shall not restrict users from entrusting their own enterprises or designated installation units to install gas appliances. Sixteenth city gas enterprises must comply with the following provisions:
(a) the quality and pressure of the gas supplied meet the standards prescribed by the state, so as to ensure the safe gas supply, and the gas supply shall not be stopped without reason;
(two) shall not provide gas source to operators without gas business qualification;
(three) it is forbidden to fill cylinders that have exceeded the inspection period, failed the inspection and are damaged; It is forbidden to use measuring instruments that have not been verified or have exceeded the verification period and failed the verification;
(four) it is forbidden to directly fill liquefied petroleum gas cylinders with tank cars;
(five) failing to dispose of the residual liquid of liquefied petroleum gas cylinders according to the regulations;
(six) other provisions that should be observed. Seventeenth gas supply enterprises and distribution sites change, closure, closure, division or merger, must apply to the construction administrative department 30 days in advance, after approval, can be implemented. Eighteenth because of the pipeline gas facilities construction, maintenance and other reasons, it is necessary to adjust the gas consumption, reduce the pressure of gas supply or suspend gas supply, gas enterprises shall notify users three days in advance. Chapter IV Management of Use Article 21 Residents and units that need to use pipeline gas shall apply to gas trading enterprises for opening accounts. After receiving the application, the gas business enterprise shall handle the account opening procedures for qualified users within fifteen days, and sign a gas supply contract with the users to clarify the rights and obligations of both parties. Twenty-second gas users shall comply with the following provisions:
(a) the correct use of gas in accordance with the rules of use;

(three) the use of gas cylinders that meet the national standards and gas appliances suitable for the use of gas in this Municipality;
(four) pipeline gas users shall not increase, decrease, modify or dismantle fixed gas facilities and gas appliances without authorization;
(five) shall not be heated, smashed, inverted, exposed liquefied petroleum gas cylinders and change the cylinder inspection mark;
(six) shall not dump bottled gas, dumping residual liquid;
(seven) the installation of water heaters, stoves and other equipment using pipeline gas as fuel must be approved by gas enterprises and carried out by units with corresponding qualifications.
